Position Summary: The Executive Director of Employee Relations directs services across Tulsa Public Schools’ Employment Law, Employee Relations, Compliance, and Compensation and Benefits teams. The Executive Director oversees employment-related challenges, including investigations of alleged misconduct, termination or non-renewal of employment, and conflict resolution efforts. In cooperation with the district’s General Counsel, provides guidance to the Talent Management department and district leadership in the application of federal and state laws and regulations and relevant district policies, procedures, and practices on employee matters including performance management, collective bargaining, and administrative proceedings. Maintains a competitive strategy as well as employee benefits and compensation programs. Functions as a key Strategic Advisor to Talent Management and serves as a critical link between Talent Management and the General Counsel’s office. Champions expectations and relationships between employees and their managers.

Minimum Qualifications:

  1. Education:
    • A bachelor’s degree from an accredited college in human resources management, labor relations, legal studies, business, public administration, or related field
    • Master’s degree (preferred)
    • Doctor of Jurisprudence from an accredited law school and a license to practice law in the State of Oklahoma
  2. Experience:
    • Five (5) years of progressively responsible experience in Human Resources, Labor Relations, Employment Law, or related field, including conducting background investigations, arbitration, employee discipline, contract development, and administration, labor relations, and negotiations.
    • Experience supervising multiple employees at multiple levels
    • Experience in the education industry preferred
    • Strong HR systems and processes background and experience
  3. Specific Training/Skills:
    • Knowledge of federal, state, and local rules, regulations, and statutes related to human resources in the public sector, including, but not limited to, Equal Employment Opportunity (EEO), the Family Medical Leave Act (FMLA), the Fair Labor Standards Act (FLSA), the Affordable Care Act (ACA), the National Labor Relations Act (NLRA), the Americans with Disabilities Act (ADA), and state laws and regulations pertaining to school district employees.
    • Knowledge of the principles of management and organization, personnel administration, public fiscal operations, and labor relations negotiations.
    • Knowledge of laws, ordinances, and court decisions as they relate to the field of governmental employee relations.
    • Exceptional skills in a variety of software and technology in the workplace, including Google Suite and Human Resource Information Systems (applicant tracking; HR data analysis; personnel recordkeeping; etc.)
    • Specialized training in mediation and conflict resolution (preferred)
    • Bilingual in Spanish (preferred)
