Position Overview and Responsibilities
This is a highly responsible professional position within the Office of FX Program Administration (FX). This position serves as the FX Contract Manager and is responsible for overseeing the lifecycle of assigned FX contracts, ensuring compliance with Florida laws, policies, and procedures.
This role involves collaborating with various business units, stakeholders, and vendors to ensure that contractual obligations are met and that contracts align with organizational goals. The Contract Manager will play a critical role in risk management and will be the primary point of contact for contract-related inquiries.
In addition, the incumbent will be responsible for the below key responsibilities:
Contract Management:
- Collaborate with Agency Subject Matter Experts (SMEs), leadership, and legal team to define contract objectives, scope, and deliverables.
- Draft and review contract documents, ensuring they align with Florida statutes, regulations, and procurement requirements.
- Develop solicitation documents such as Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Invitations to Negotiate (ITNs) in compliance with Florida’s procurement laws.
- Assist in vendor selection, ensuring a fair and transparent bidding process.
- Manage the execution of assigned contracts, ensuring that all necessary information is entered into the Agency’s Contract Administration Tracking System (CATS).
- Monitor contract performance and compliance, identifying any issues and proposing solutions.
- Serve as the primary point of contact between the Agency and the vendor, addressing any issues or changes during the contract period.
- Ensure vendors meet performance expectations and fulfill contractual obligations according to the agreed terms.
- Oversee contract renewals, extensions, and amendments as necessary.
- Identify and assess potential risks within contracts and develop mitigation strategies.
- Ensure that contracts comply with all relevant State and Federal regulations, including Florida’s statutory requirements under Chapter 287.
- Conduct contract closeout procedures, ensuring that all final deliverables and payments are completed.
Performance Monitoring:
- Monitor contractor performance through regular audits, reviews, and performance metrics to ensure compliance with the contract.
- Manage deliverables, milestones, and payments, ensuring they align with the contract terms.
- Ensure that corrective actions are taken if performance standards are not met, including imposing financial penalties, if applicable.
- Monitor contract budgets, ensuring that expenditures remain within authorized amounts.
- Review invoices for accuracy and submit for payment based on the fulfillment of contract obligations.
- Work with the Agency’s finance department to resolve any payment discrepancies.
- Assist with the reconciliation of the FX Spend Plan and other financial reports as required.
Documentation and Reporting:
- Maintain accurate and detailed records of contracts, correspondence, performance reports, and payment schedules.
- Provide regular status updates to FX leadership, Compliance Oversight teams, FX Program Finance and Contracts workgroup, and other stakeholders on contract performance, issues, and opportunities for improvement.
- Establish and maintain productive working relationships with vendors.
- Manage vendor communications to ensure clarity regarding expectations, changes, or contract updates.
Coordinate and participate in special projects, as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of Florida procurement laws (Chapter 287, Florida Statutes) and regulations.
- Knowledge of principles and practices involved in business processes and organizational planning and coordination.
- Strong understanding of contract management principles and risk mitigation strategies.
- Experience in state government procurement processes.
- Proficient skills with Microsoft applications.
- Skilled in dispute resolution, corrective action planning, and communication with vendors.
- Ability to analyze and interpret complex legal and financial documents.
- Proficiency in contract management software and state procurement systems (e.g., MyFloridaMarketPlace/Ariba).
- Ability to demonstrate adaptability and flexibility in handling multiple tasks.
- Ability to communicate effectively verbally and in writing.
- Ability to plan, organize, and coordinate work activities.
- Ability to meet deadlines while maintaining accuracy and providing continued customer service.
- Ability to conduct fact-finding research and provide reports and analyses as required.
- Ability to work independently, be detail-oriented, and demonstrate outstanding customer service skills.
- Ability to establish and maintain effective working relationships and work as part of a team.
- Ability to understand and apply relevant statutes, rules, regulations, policies, procedures, and contractual standards.
- Ability to determine work priorities and ensure proper completion of work assignments.
- Ability to organize data into logical format for presentation in reports, documents, and other materials.
- Ability to collect, evaluate, and analyze data to develop alternative recommendations relating to the improvement of operational practices.
- Ability to solve problems and make decisions.
Minimum Qualifications:
At least 5 years of experience managing contracts in excess of $5 million annually.
Note: Incumbent must successfully complete training in contract management and become a certified contract manager within six months of hire in accordance with section 287.057(15)(c), F.S.
Preferences:
Preference will be given to applicants with Florida Certified Contract Manager (FCCM).
