Primary Purpose
This position supports "Essex, an Emmes Company". Essex is a biomedical informatics and health information technology-focused consultancy founded in 2009 and headquartered in Rockville, MD. The Essex team comprises experts with extensive experience in strategically developing and managing complex health and biomedical information programs for clients in the Federal Government, research academia, and private sectors.
We are seeking a highly skilled, innovative, and visionary Vice President of Modern Technology & Engineering (VP, MT&E) to spearhead our company’s efforts in advancing technology-driven solutions across the federal health IT landscape. The VP, MT&E will lead the modernization of technology infrastructure, driving transformation in Cloud Hosting Solutions, Software Engineering, Technology Architecture, and Technology Transformation Initiatives. This leadership position will play a pivotal role in shaping the technology roadmap, delivering strategic advisory services, and spearheading business development initiatives within the federal health, biotechnology, pharmaceutical, and life sciences sectors.
In addition to overseeing technical solutions for federal and commercial clients, the VP, MT&E will act as the central technology advisor to the executive leadership team, formulating both short-term and long-term IT strategies that align with the company's overall business objectives. This includes supporting clinical research, bioinformatics, and health informatics efforts, ensuring the organization remains at the forefront of innovation in the health tech space.
This role is ideal for an accomplished technology leader who thrives in a collaborative environment, driving technical strategy and business growth through innovation, strategic advising, and cultivating key relationships within both public and private sectors.
Responsibilities
Technology Strategy & Leadership
- Drive Business Growth: Actively pursue new business development opportunities within federal health agencies (e.g., NIH, CDC), biotechnology firms, pharmaceutical companies, and public health organizations. Lead proposal development efforts, presenting innovative technology solutions tailored to client-specific needs.
- Client Relationship Management: Cultivate and strengthen relationships with key clients and stakeholders, ensuring long-term partnerships. Engage with C-suite executives, government officials, and senior management to identify pain points and propose tailored solutions.
- Collaborate with Sales & Marketing: Work closely with sales, marketing, and product development teams to position the company’s technical solutions effectively in the marketplace. Support the development of go-to-market strategies for SaaS products, cloud solutions, and custom technology platforms.
- Consultative Sales Support: Lead technical solution consultations during the sales process, articulating how the company's technology stack can solve client challenges and drive value in healthcare, research, and public health sectors.
Advisory & Consultation
- Provide strategic consultation to stakeholders internally and externally, guiding them through complex technology challenges, particularly in clinical research, bioinformatics, and health informatics.
- Serve as a trusted advisor for internal and external stakeholders, translating technical concepts into actionable business strategies.
- Offer expert guidance on cloud architecture, data science frameworks, and software engineering best practices for healthcare applications.
Business Development & Solutions Consultation
- Propose & drive business development efforts by identifying and developing new opportunities within the biotechnology, pharmaceutical and government public health arenas.
- Lead solutions consultation efforts, presenting tailored technology solutions that meet the specific needs of healthcare and life sciences organizations.
- Collaborate closely with sales and marketing teams to support go-to-market strategies for SaaS products and custom technology solutions.
- Cultivate and manage key client relationships to ensure long-term partnerships and repeat business.
Cloud Hosting, Software Architecture & Engineering
- Scalable Cloud Solutions: Oversee the design, architecture, and delivery of scalable and secure cloud hosting solutions (AWS, Azure, GCP) for clinical, research, and public health applications. Lead the transformation from traditional infrastructures to cloud-native environments, ensuring improved flexibility, security, and performance.
- Robust Software Architecture: Ensure the development of innovative and reliable software architectures that support complex workflows in health informatics, life sciences, and bioinformatics. Lead the team in incorporating advanced technologies such as AI/ML and big data analytics.
- DevOps & Agile Leadership: Lead the engineering teams in adopting and maintaining best practices in DevOps, Agile, and CI/CD methodologies, ensuring continuous improvement, high-quality product development, and efficient system operations.
- Innovation in AI/ML & Data Science: Drive the integration of AI/ML algorithms, data science frameworks, and other advanced tools into clinical research platforms and healthcare applications, promoting real-time data insights and automation.
Client & Industry Expertise
- Technical Relationship Management: Oversee the technical relationship management of key clients within biotechnology, pharmaceutical, medical research, and government sectors, ensuring alignment with client goals, timelines, and regulatory requirements.
- Regulatory Compliance Expertise: Ensure all technological solutions comply with regulatory and operational requirements, including FDA, HIPAA, and GDPR, particularly within clinical trials and bioinformatics.
- Industry Leadership in Clinical Research & Public Health: Maintain and leverage in-depth knowledge of public health regulations and clinical trial processes, enabling the company to remain a leader in health IT solutions. Anticipate and address trends in personalized medicine, genomics, and precision healthcare to position the company for future success.
Qualifications
- Education: A Master’s Degree in a technical, scientific, or relevant field is required. A Bachelor’s Degree with substantial relevant experience (15 years) may be considered.
- Experience: Minimum of 10 years in senior technology leadership roles, with a focus on software engineering, cloud computing, data science, or technology architecture. Proven track record in developing and implementing large-scale technology strategies in healthcare or life sciences sectors.
- Technical Expertise: Deep experience in cloud architecture (AWS, Azure, GCP), software architecture, AI/ML integration, and SaaS product development. Experience in leading large-scale technology transformation projects.
- Industry Knowledge: Strong knowledge of clinical trials, bioinformatics, health informatics, and public health. Familiarity with the technical and regulatory environments governing healthcare, including HIPAA, FDA, and GDPR compliance.
- Leadership & Business Acumen: Demonstrated success in leading geographically distributed teams, managing cross-functional technical units, and fostering high-level client relationships.
- Business Development: Experience in business development, client portfolio management, and solutions consultation within the healthcare, biotechnology, and pharmaceutical sectors.
- Regulatory & Compliance Knowledge: Comprehensive understanding of clinical research regulations, healthcare privacy laws, and public health data management.
Preferred Skills:
- Government Health Expertise: Experience managing technology solutions for federal agencies such as NIH, CDC, and HHS.
- Personalized Medicine & Genomics: Knowledge of personalized medicine applications and the integration of genomic data into healthcare technology platforms.
- Healthcare Data Management: Deep understanding of health data interoperability, EHR/EMR systems, and federal health data standards (e.g., FHIR, HL7).
