LTS is seeking skilled and experienced IT Project Manager to support the program for the United States Capitol. 

The successful candidate will provide on-site technical support to the Architect of the Capitol’s (AOC) Emergency Management program in the areas of IT project management, requirements gathering, application development, and support. Will have full administrative rights overall subordinate IT systems and applications to perform an integrated program management function to ensure effective cost, schedule, and technical requirements are achieved.

Responsibilities and Qualifications:

  • Manages and oversees multiple complex projects.
  • Develops project scope, cost estimates, human resource requirements, work plans, time schedules, communication plans, and makes work assignments to meet project or program objectives.
  • Establishes and monitors program priorities, objectives, and procedures, determining area objectives, targets of service, and resource needs allocation.
  • Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, or procedures. 
  • Identify and manage project risks and issues, proactively seeking solutions and escalating as needed.
  • Collaborate with partners, AOC Information Technology Division, and JAWS vendor (Motorola) for actions including, but not limited to service impairments, upgrades, and implementation of new features
  • Collaborate with partners, AOC Information Technology Division (ITD), U.S. Capitol Police (USCP) AtHoc Server administrators, and JEMNS support contractors (e.g. Blackberry/JEMNS helpdesk, etc.) for all JEMNS actions including, but not limited to, service impairments, upgrades, interconnect rules creation, and general troubleshooting.
  • Draft and publish emergency AOC Alert messages and Accountability Event notifications to targeted audiences
  • Collaborate with partners, AOC Information Technology Division, and the WebEOC development support contractor (Juvare) for all WebEOC actions including, but not limited to, service impairments, upgrades, implementation of new boards and features, information sharing with LBO partners, and troubleshooting.
  • Draft SOPs, how-to guides, and TTP documents for all communications assets and information technology platforms.
  • Prepare reports of all communications assets to include, but not limited to, inventory, operational statuses, device usage, after action reports, and maintenance.
  • Develop, review, and update guides, standard operating procedures, and user manuals.

Requirements:

  • Bachelor’s Degree in a related field or equivalent years of experience.
  • Minimum 3 years of experience managing or overseeing the development or maintenance of a portfolio of IT systems.
  • Familiarity with Active Directory and account management best practices.
  • Excellent active listening and verbal communication skills.
  • Strong business writing ability.
  • Flexible and adaptable attitude.
  • Ability to conform to shifting priorities, demands, and timelines.
  • Ability to elicit cooperation from a wide variety of stakeholders; and
  • Ability to discuss technical issues with non-technical, executive-level government officials.
