This is an advanced professional engineering position. Under professional direction, the position performs specialized engineering work to plan, coordinate, and implement the County’s development activities and special projects. Work involves complex engineering tasks, such as reviewing and evaluating technical documents, models, and construction documents. This position works with considerable independence and requires advanced technical knowledge of site development, transportation engineering, utilities, and stormwater management practices and principles.

  • Performs complex professional and technical engineering design/review work relative to the County's development submittals.
  • Performs the review of applications of development in the Development Review Office to ensure planning, development, design, and construction is completed in compliance with all applicable County/State/Federal codes and regulations.
  • Ensures all survey and drafting work is performed in compliance with all applicable codes, ordinances, and regulations.
  • Performs engineering design and review work for submitted development applications and special County projects involving municipal streets, drainage, paving, grading, sidewalks, elevations, building facilities, environmental impacts, and traffic issues.
  • Reviews and develops complex drainage reports and models to verify development activity complies with applicable standards, codes, and ordinances and mitigates risk to public safety.
  • Researches, prepares reports, drafts specifications, and presents recommendations for special tasks and/or projects as delegated by the respective Manager.
  • Coordinates with and provides professional and technical guidance to review staff, project coordinators, planning and zoning staff, and traffic sections to address issues that may arise from the review of development applications.
  • Maintains open communication to coordinate with developers, consultants, and other jurisdictions.
  • Performs site inspections where assessments are being performed and provides immediate recommendations for corrective actions as necessary.
  • Conducts meetings with the consultant engineers to discuss, debate, analyze, and resolve all aspects of engineering designs and analysis issues related to developments.
  • Attends and participates in community meetings as necessary.
  • Participates in the Development Review Committee (DRC) and pre-application meetings to ensure compliance and explain the county's objectives and requirements based on code support and strong engineering background.
  • Attends Planning Commission meetings and Board of County Commissioner meetings.
  • Responds to requests for engineering data or technical opinions as required.
  • Performs additional duties and tasks as may be assigned or necessary, relating to the department’s function.

Education/Experience: Bachelor's Degree in a related Engineering field supplemented by six (6) years of engineering experience showing increasing levels of responsibility.

Certifications/Licenses:

  • Must be registered as a Professional Engineer in the State of Florida, or if registered in another State be able to obtain licensure in Florida within 90 days upon hire.
  • Must possess a valid Florida Driver's license.
  • Extensive Knowledge of the principles and practices of engineering.
  • Extensive knowledge of stormwater modeling, including associated tools and software such as ICPR4 (and earlier versions), University of Central Florida’s BMPTRAINS, and HEC-RAS & HEC-HMS.
  • Ability to maintain effective working relationships with diverse professionals and other County staff.
  • Ability to communicate effectively both orally and in writing with various groups and individuals.
  • Ability to plan, organize, expedite, and set work priorities for assigned projects.
  • Knowledge of local, state, and federal regulations pertaining to county issues, regulations, and programs relative to land development and stormwater management.
  • Ability to present information, ideas, and recommendations clearly.
  • Ability to exercise mature and sound judgment.
  • Knowledge and ability to supervise, coach, and develop employees.
  • Ability to handle a great variety of tasks and responsibilities simultaneously and efficiently prioritizing daily and monthly work (multi-tasking).
  • Ability to determine when additional follow-up or analysis is needed.

PHYSICAL DEMAND REQUIREMENTS:

Physical Demand: Light

  • 20 pounds maximum lifting.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
  • If less lifting is involved will require significant walking/standing.
  • If mostly sitting is involved will require push/pull on arm or leg controls.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
  • Required to have clear vision at distances of 20 inches or less.
