Job Description:
The Oregon Health Authority has a fantastic opportunity for an experienced Social Needs & Health IT Project Manager (PM3) to join an excellent team. This is a full-time, management service, permanent position with Health Policy and Analytics.
The primary responsibility of the Social Needs and HIT Project Manager (PM3) position is to develop and oversee the execution of comprehensive and complex project plans across various policy, program, and analytics initiatives related to Health Information Technology (HIT), Community Information Exchange Continuous Improvement and Excellence (CIE), and social needs and services. This role will involve tracking project efforts, documenting progress, maintaining schedules, and managing risks and issues from project initiation through to project closure, as well as overseeing related programmatic activities.
Specific areas of support will include:
- CIE Policy and Program team: Project manage components of CIE related to maintenance and operations of IT projects, future IT enhancements, and non-IT policy and program-related project activities.
- Social Health Needs and Analytics Projects (SHNAP) team: Develop and maintain a comprehensive project management system for data and analytics-related activities.
- HIT Policy and Program team: Develop and maintain a comprehensive project management system for the HIT team policy and program-related project activities.
In this role, the Social Needs and Health IT Project Manager will work across three dynamic teams and manage projects across their diverse bodies of work. This will involve maintaining sufficient subject matter expertise to provide project management and to track critical risks to various projects. The Project Manager will report to the CIE Policy and Programs Manager, but will matrix to managers of the HIT Policy and Program team and the SHNAP team to lead project management and manage competing timelines and priorities across these teams.
Work Location:
This position provides the opportunity for remote work. The primary work location for this position will be in Portland or Salem, within a cubicle setting or a mutually agreed upon remote work environment. This role will involve considerable computer usage and video conferencing. The hiring manager retains the authority to change the work location as necessary. Confidentiality of information must always be upheld. Occasional travel within the state may be necessary for attendance at meetings, conferences, and for delivering presentations.

Minimum Qualifications:
- A Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field AND four years of professional-level experience related to the class concept; OR
- Project Management Professional Certification awarded by the Project Management Institute AND two years of professional-level experience related to the class concept; OR
- Six years of professional-level experience related to the class concept AND an Oregon Project Management Associate Certification; OR
- Seven years of professional-level experience related to the class concept.
Desired Attributes:
- Extensive knowledge of and experience in principles, methods, and standards of project management.
- Knowledge and experience in IT and non-IT project management related to healthcare systems, health IT, social services, and/or healthcare analytics project management.
- Experience and knowledge of change management principles, methodologies, and tools.
- Excellent written and verbal communication and presentation skills with diverse audiences.
- Demonstrated ability to effectively recognize problems and implement solutions through the coordination of resources and guidance of project teams.
