Location is the DMV (DC, MD, VA) as well as our lab areas: Panama City, Miami FL; Pascagoula, MS; Galveston, TX; Beaufort, NC. This position will be performed remotely and on the client site as directed.

Requirements

  1. Provides various services and deliverables to assist the project lead in the financial activities related to approved congressional funds, specifically the Inflation Reduction Act (IRA).
  2. Congressional/Supplemental Funding Experience Required.
  3. Shall have working experience with applicable web-based financial systems, databases and financial software applications understanding policies and procedures for financial and administrative functions, systems and operations.
  4. Must have working experience and skills to apply analytical methods and techniques to issues or studies concerning efficiency and effectiveness; and the ability to identify trends, problems or critical issues related to the planning and execution of IRA funds.
  5. Requires general knowledge in financial/administrative management with the ability to establish and organize procedural documents.
  6. Should be proficient with financial reporting and tracking of specific enacted IRA funds with senior level review and scrutiny.

Additional Preferred Qualifications Include

  1. In applying GAO, Treasury, OMB, DOC and NOAA regulatory requirements; knowledge of NOAA's or equivalent financial management system and reports, detailed knowledge of Excel, Google Sheets, Tableau, and other applications as needed during the financial and budget cycles.

Minimum/General Experience

  1. Bachelor's degree preferred, plus 10 years of experience in similar background.

Tasks Financial Management Support

Specific tasks to be addressed by the contractor and monitored by the project lead under this task order include:

Task 1: Financial Planning and Budgeting

Description: Assist in the development of the annual financial plan and budget for IRA funds using the financial systems.

Deliverable Task 1: A comprehensive draft financial plan and budget document for IRA funds for project lead review, including labor projections, monthly spending forecasts, and expenditure plans, as needed.

Task 2: Financial Reporting

Description: Prepare monthly, quarterly, and annual financial reports and presentations utilizing NOAA's accounting and financial tracking systems: Management Analysis and Reporting System (MARS), Commerce Business System (CBS), Business Applications Solutions (Client), Financial Management Data System (FMDS) as available and needed to account for all transactions.

Deliverable Task 2: Accurate and timely financial reports and presentations, both weekly and monthly reports.

Task 3: Variance Analysis

Description: Perform regular variance analysis of IRA funds to compare actual financial performance against the budget. Duties include examining and analyzing accounting transactions and accounts to ensure accuracy with federal financial requirements. Reviewing accounting documents for proper accounting classification, payment authorizations, obligations, as well as resolving management inquiries.

Deliverable Task 3: Detailed reports highlighting significant variances, explanations for deviations, and recommendations for corrective actions for weekly and monthly reports.

Task 4: Financial Management and Monitoring

Description: Monitor financial activities and report any discrepancies to Budget Lead to ensure IRA funds are not misappropriated or realigned to other center activities complying with financial regulations, laws, and accounting standards.

Deliverable Task 4: Financial projections, forecasts, and recommendations for optimizing the budget and execution process effectively. Daily checks with weekly and monthly reporting.

Task 5: Financial Assistance and Contract Administration Support

Description: Provide financial and contractual administration support to the center's financial staff, managers, contract officer representatives (COR) and grants management staff on all contractual and grant administrative activities using IRA funds.

Deliverable Task 5: Accurate and complete financial documentation, reviews of reports, including invoices, and supporting documentation as required by the contractual activity and/or grants. Information is acquired daily with weekly and monthly reporting.

Task 6: Financial System Support

Description: Provide support and guidance in utilizing financial management software and systems.

Deliverable Task 6: Fulfill timely systems training requirements and ensure a keen understanding of systems portals, including reference materials. Training should be attended in accordance with the due date assigned.
