Job Description: The State of Nebraska, Department of Transportation (NDOT), is seeking a seasoned leader (Information Technology Manager II) to serve as the “face of technology” for NDOT. The selected candidate must collaborate and understand the needs of a diverse set of stakeholders: both internal NDOT division leaders and external transportation interest groups, private/public opportunities, and municipalities.

Pay range is $51.893 - $77.842 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.

JOB DUTIES:

  • Maximize partnerships and strategic planning with internal business units, matching their business objectives with technology solutions.
  • Lead critical research and develop concepts, prototypes, and forecasting for transportation solutions.
  • Maintain knowledge of emerging technologies in the transportation industry.
  • Implement and manage major initiatives.
  • Lead the execution of a variety of projects.
  • Accountable for all technology plans, including innovation plans, technical direction, and technical improvements.

Requirements / Qualifications:

Minimum Qualifications: Bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering or other related field, and two years of experience working with a broad range of technology discipline(s) (e.g., network, infrastructure, coding, systems, or database), and three years of experience supervising activities of professional-level information technology staff. Experience can be substituted for the required education on a year-for-year basis, where two years of this experience will be as a project coordinator, team leader, or staff supervisor.

Preferred Qualifications:

  • Master's degree in information technology, engineering, business, or other relevant field.
  • Fifteen or more years of management and progressive IT leadership experience.
  • Ten or more years of transportation industry experience, including transportation technology policy development.
  • Five or more years leading or managing a Project Management Office.
  • Experience developing IT budgets.
  • Experience leveraging business intelligence for data-driven decisions.
  • Experience working in a shared services environment.

Other:

  • Valid driver's license or the ability to provide independently authorized transportation.
  • Must be able to work from the office in Lincoln, NE.

KNOWLEDGE / SKILLS / ABILITIES:

  • Must have effective communication skills with good public speaking abilities.
  • Must be able to communicate effectively with top management, various state, federal, and local officials, news media, trade associations, Legislature, Executive branch, and Congressional representatives and their staff.
  • Strong computer skills with the ability to produce Word documents, Excel spreadsheets, and PowerPoint presentations.
  • Strong team leadership, performance management, and coaching skills.
  • Demonstrated collaboration skills and continual desire to learn.
