MAA is currently accepting applications for the position of Employer-Employee Relations (EER) Manager (Administrator VI) within the Office of Human Resources at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport). The EER Manager is responsible for mitigating and resolving issues or disputes between employees and management.

Responsibilities include but are not limited to the following:

  • Providing guidance to managers and employees on counseling, discipline, performance management, policy interpretation, grievance procedures, union contract compliance, and other EER related matters.
  • Representing the MAA in negotiations, grievance proceedings, disciplinary actions, and unemployment insurance hearings.
  • Conducting investigations to advise and consult with management on appropriate disciplinary actions.
  • Creating and maintaining thorough, accurate, and defensible documentation for employee actions.
  • Working with management to evaluate situations and make referrals to Employee Assistance Program (EAP) when necessary.
  • Providing guidance to various levels of management on the interpretation and application of the Code of Maryland Regulations (COMAR), Collective Bargaining Agreements, Policy, Procedures, and Memorandum of Understanding (MOU).
  • Serving as the agency backup Substance Abuse Coordinator.
  • Working with management, union representatives, and employees to determine root cause of EER-related issues.
  • Conducting research in preparation for disciplinary and grievance hearings.
  • Working with employee organizations and attorneys on disposition of grievance and/or disciplinary appeals.
  • Recommend discipline when appropriate to Designated Appointing Authority.
  • Developing, implementing, conducting, and evaluating EER programs for employees and managers.

This position is a hybrid position and allows for combination of telework and in-office work.

This position is located at BWI Marshall Airport in Anne Arundel County, MD.

PREFERRED QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in administrative staff or professional work. Three (3) years of this experience must have been progressive professional human resources experience in the area of Labor/Employee Relations including managing the progressive discipline process for an agency or organization, to include conducting investigations, facilitating investigatory, mitigating, and disciplinary meetings, facilitating settlement conferences, and defending progressive disciplinary actions in administrative or legal hearings.

The ideal candidates will possess:

  • SHRM or PHR certification.
  • A positive and enthusiastic change-oriented attitude focused on the needs of the agency.
  • Strong communication (written, verbal, and non-verbal) skills that can speak effectively in a diverse working environment.
  • Strong independent decision making and judgement.
  • A Juris Doctor or other law/legal background.
  • Experience with highly complex employee relations issues that have multiple impacts.

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
