Overview:
TRC is seeking a Senior Environmental Planner/NEPA Specialist to join its successful Planning, Permitting, and Licensing practice in Manassas, Virginia. This position requires an interdisciplinary, technical, and regulatory specialist who will provide environmental project leadership for public and private sector clients. Typical work would include proposal development, services to meet National Environmental Policy Act (NEPA) environmental review, project management, and providing technical services to engineers during design and construction. The successful candidate will be entrusted with managing and leading projects, conducting studies related to their technical discipline to meet NEPA and regulatory requirements.

The successful individual will be a client-facing technical leader with in-depth knowledge pertaining to the planning of energy transition, renewable energy and/or transportation projects and advancing such projects through local, state and federal government approval processes for large, complex projects. This individual should demonstrate experience leading and managing planning and permitting work scopes for projects associated with transportation and/or energy projects. Experience working with DOE funded projects is desired. They also need to have the ability to guide the agencies and TRC’s project partners through the environmental processes in order to meet applicable laws and regulations to successfully achieve project design goals.

Engage as a client-facing technical leader with in-depth knowledge pertaining to the planning of transportation and energy projects and advancing such projects through the local, state and federal government approval process. Interact directly with the agencies/clients as TRC’s environmental planning subject matter expert.
Provide environmental planning expertise pertaining to NEPA, for federal agencies including but not limited to, the Department of Energy (DOE), Department of the Interior (DOI) Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Federal Highway Administration (FHWA) requirements/regulations to facilitate advancement of the transportation asset design or construction project permitting/planning to completion.
Support marketing and business development efforts and represent TRC at industry functions.
Lead and manage the preparation of project-related environmental documentation (e.g., initial studies, environmental impact statements, environmental assessments, categorical exclusions and exemptions, and negative declarations).
Mentor and train junior to mid-level staff that will support the successful candidate in implementing the work.
Qualifications:
Requirements
10-15+ years of experience in environmental planning specific to transportation and/or energy related projects.
Demonstrated experience leading and managing environmental planning projects and developing scopes of work for Energy and Transportation related projects, including the ability to guide agencies/clients through the environmental processes required to meet applicable environmental compliance and permitting laws and regulations.
The ability to apply environmental planning in support of applicable state and federal regulatory agencies to projects for clients that may include State DOTs, State DEPs, EPA, DOE, USDOT, USACE, and USFWS. Knowledge of local, regional, and state/local planning, and zoning processes.
Demonstrated experience in the management of scopes, schedules, and budgets for a variety of project types with an emphasis on transportation and energy.
The successful candidate will also be expected to effectively document field data, provide interpretations, and present conclusions in written reports, memos, and emails; therefore, strong technical/scientific report writing is required and writing samples will be requested.
This is a leadership role and is expected to require staff management.
Excellent analytical reasoning skills, technical writing, and communication skills, managerial, and proficiency with the Microsoft Office software suite.
The ability to maintain a positive attitude during potentially demanding client engagements.
