DIVISION OVERVIEW
The Housing Assistance Division (HAD) of the Los Angeles County Development Authority (LACDA) Is responsible for the administration of the Housing Choice Voucher (HCV) Program. The LACDA administers over 26,000 Housing Choice Vouchers for the County of Los Angeles, as well as other targeted and grant-funded rental subsidy programs. The Housing Assistance Division partners with 10,000 landlords, helping eligible families afford safe, decent, high-quality rental housing.
POSITION OVERVIEW
The Administrative Analyst III performs the more difficult and complex assignments requiring the use of independent judgment and problem-solving techniques. Adequate performance at this level requires considerable knowledge of the policies and procedures of HAD's Special Programs and are expected to work with little or no supervision.

Salary Compensation

- Coordinate administrative activities for the division's special programs including but not limited to the Continuum of Care (CoC), the Housing Opportunities for Persons with Aids (HOPWA), and the Project-Based Voucher (PBV) programs.
- Complete and submit funding applications on behalf of the division.
- Execute, renew, or extend contracts with partnering agencies.
- Review PBV applications from the LACDA's Housing Investment and Finance (HIF) division.
- Prepare the Subsidy Layering Review (SLR) checklist for submission to the local HUD office or Tax Credit Allocation Committee (TCAC) for review.
- Prepare and execute Agreements to Enter into a Housing Assistance Payment (AHAP) contract.
- Prepare and execute Housing Assistance Payment (HAP) contracts with developers for PBV developments.
- Research, review, and coordinate the preparation and submission of grant applications for the division.
KNOWLEDGE OF:
- Continuum of Care (CoC), the Housing Opportunities for Persons with Aids (HOPWA), and the Project Based Voucher (PBV) programs.
- Strong analytical and research skills.
