Position: SENIOR JOINT MILITARY PLANNER

Scope of Work:

You will perform non-personal services with tasks to support Exercise Planning and assessment for the USINDOPACOM Multinational Communications Interoperability Program (MCIP).

The Senior Joint Military Planner will:

  • Report to the USINDOPACOM J699 MCIP Director.
  • Attend all MCIP planning and coordination events.
  • Attend all MCIP execution events, i.e., Planning Staff Workshop - 1 (PSW-1), Planning Staff Workshop - 2 (PSW - 2), and Exercise PACIFIC ENDEAVOR (PE).
  • Coordinate 3 - 5 times a week with USINDOPACOM Special Staff and Directorates to obtain stakeholder input on MCIP HADR equities.
  • Coordinate 3 - 5 times a week with USINDOPACOM Service Components to obtain stakeholder input on MCIP HADR equities.
  • Coordinate, as required, with US, Ally and Partner Military to obtain stakeholder input into the MCIP Communications Exercise.
  • Coordinate, as required, with US, Ally and Partner Industry to obtain stakeholder input into the MCIP Communications Exercise.
  • Coordinate, as required, with US, Ally and Partner Academia to obtain stakeholder input into the MCIP Communications Exercise.
  • Coordinate, as required, with US, Ally and Partner other Federal agency organizations to obtain stakeholder input on MCIP HADR equities.
  • Coordinate, as required, with US, Ally and Partner Non-Governmental Organizations to obtain stakeholder input into the MCIP Communications Exercise.
  • In the absence of a Government Lead, lead the MCIP Communications Exercise Group (MCEG) during all phases of the MCIP Execution Cycle without obligating the government and clear identification as a Contractor.
  • Build a realistic Communications Exercise Plan that rigorously exercises selected communications functions to benefit the training audience.
  • Coordinate with all MCIP Communications Exercise components.
  • Facilitate a Communications Exercise, Table Top Exercise (TTX) during PE.
  • Lead or assist in developing the Communications Exercise Plan from a TTX to Field Training Exercise (FTX).
  • Develop an assessment plan concurrently with Exercise Plan development.
  • Facilitate an After Action Review at the conclusion of PSW-1, PSW-2 and PE.
  • Provide a comprehensive After Action Report that includes a detailed assessment report with recommendations within 30 days after the conclusion of the PE.
  • Aggressively seek out ways and means to improve the MCIP.

Qualifications needed:

  • Experience as a lead exercise planner at Combatant Commands, Joint Staff or Major Commands.
  • Experience in joint and service planning, at least 5 years.
  • Experience in joint and multinational operational environment over 10 years.
  • Leadership experience to lead a joint planning team from concept to implementation plan.
  • Experience in joint and multinational exercises.
  • Education: School of Advanced Military Studies; Maritime Operational Planners Course; School of Advanced Air and Space Studies, desired.
  • Exceptional writing and verbal skills.
  • Master’s Degree.
