This position will play a key role by leading various programs, which may include the State Housing Voucher (SHV) program, Tenancy Support Services (TSS) grants, programs for special populations (veterans, youth, families, persons with disabilities, ex-offenders, and/or chronically homeless), and other special projects including coordination of the Financial Literacy and Exchange (FLEX) program.The primary duties and responsibilities of this position include, but are not limited to:Lead a team of two Support Housing Specialists. Advise, guide, train, approve leave and establish work processes;Work directly with local services providers, consumers, and landlords to facilitate successful housing program administration;Manage several grant agreements and provide technical assistance to service providers regarding successful service delivery methods and federal housing program regulations;Oversee voucher management, tracking, vouchers conversion approvals, and State Housing Voucher (SHV) application approval. Anticipate program activity by ensuring the accurate tracking voucher utilization to maintain lease-up percentages and grant funding expenditures to ensure grant spend down;Monitor and manage program budget and lease-up rates, evaluate requests for new program participants and deposit assistance, and approve these requests when budget allows;Manage a portfolio of state and federally funded grant agreements and oversee the performance of the Supportive Housing Specialists’ TSS portfolio management;Monitor the work of DOH grantees and grant agreements;Serve as a liaison to the Office of Rental Assistance (ORA) on voucher-related actions including terminations, reasonable accommodations, administrative plan updates, and other relevant documentation;Analyze agency performance levels, identify problems and identify training needs to improve agency performance or to bring agencies into compliance with federal and DOH requirements for supportive housing and homeless services programs;Monitor, lead, and support special projects focused on ending homelessness focusing particularly on people with complex needs and those least likely to self resolve their homelessness without additional support;Participate in ongoing meetings representing DOH and OHI that may include legislative advisory committees such as the housing subcommittee for people with Mental Health Disorders Involved in the Criminal Justice System (MHDCJS), and stakeholder policy groups like Mental Health Colorado’s Course Corrections and local judicial wellness courts;Develop, prepare, present and participate in the training associated with the use of the tenant database system which enables local agency staff to enter and send pertinent information to DOH electronically.Create and manage data collection and tracking systems to monitor grant contracts and vouchers.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsClass Code & Classification DescriptionH1N4XX Community & Economic Development IVMINIMUM QUALIFICATIONSExperience Only:Seven (7) years work experience with state or locally funded housing or homeless assistance programs that includes at least two (2) years grant management and monitoring compliance.OREducation and Experience: A combination of related education in social work, business administration, public administration, nonprofit administration, or a closely related field (as determined by the agency) AND experience as described above equal to seven (7) years.If using Education to meet the minimum qualifications, there is no substitution for the two years experience administering a state or local funded housing or homeless assistance program.Ensure that the 'Work Experience" section of the application is complete and contains all relevant work experience related to the position that you are applying for.Applicants must upload their unofficial college transcripts that include the student name, college name, courses completed and/or degree with date conferred with this application, in order to receive credit.Under the Job Application Fairness Act (SB 23-058), applicants may redact information from certifications and transcripts that identify their age, date of birth or dates of attendance from an educational institution.Required CompetenciesStrong leadership skillsAbility to work across teamsStrong attention to detailStrong analytical skillsEffective problem-solving skillsEffective verbal and written communication skillsAbility to multitask, prioritize assignments, and organize work to accommodate shifting deadlinesProficiency in MS Word, ExcelStrong interpersonal skillsAbility to effectively collaborate with internal and external customersAbility to present and provide technical assistance and training to a large group of people.
