The Railroad Commission of Texas (the regulator for gas utilities) is seeking a Financial Examiner IV or V for its Hearings Division to act as Technical Examiner for gas utilities rate cases and pipeline safety dockets. Presides with an Administrative Law Judge over protested and unprotested hearings, assists with drafting proposals for decision and orders, summarizes expert technical testimony, and after researching pertinent facts and law, assists in formulating recommendations to the Commission. Primary responsibilities involve working closely with Administrative Law Judges (ALJs) and another technical examiner (financial analyst) in contested adjudications of formal rate cases, reviewing evidentiary records and filings of a financial/technical nature, and advising the ALJs on recommendations for decision-making. Other responsibilities include creating charts and other documents using word processing and spreadsheet programs, including Microsoft Excel and Word; independent analysis and communication (verbal and written) of issues relating to finance, accounting, and/or economics in a utility ratemaking context; and limited public speaking.
Professionalism, independence, reliability, and ability to collaborate and meet established deadlines are crucial. This position works extensively and directly with experienced ALJs and another financial analyst under minimal supervision and with considerable latitude for initiative and independent judgment.
Job Duties
• Summarizes expert technical and financial testimony offered by accountants, economists, and other expert witnesses.
• Must objectively evaluate evidence proffered at hearings and apply knowledge to render timely, impartial, accurate recommendations and technical summaries.
• Coordinates with Administrative Law Judges regarding resolution of legal issues and sufficiency of compliance with provisions of the Texas Natural Resources Code, Texas Utilities Code, Administrative Procedure Act, and agency rules.
• Skills in listening to testimony of parties involved in hearings, in using reasoning and logic to identify solutions and approaches to cases, and in using computers and applicable software.
• Write well-reasoned, grammatically correct, letters, proposals for decision, and orders.
• Limited public speaking at adjudicative hearings and Railroad Commission open meetings.
• Performs other duties, as assigned.

Qualifications:
Minimum Qualifications
• Graduation from an accredited college or university with a bachelor's degree in accounting, business administration, finance, economics, statistics, or a related field.
• Five years' relevant experience.
Preferred Qualifications
• Experience involving formal utility rate cases or related work.
• Master's degree in in accounting, business administration, finance, economics, statistics, or a related field.
Knowledge, Skills, Abilities
• Above average writing and communication skills required to prepare clear and concise reports with findings of fact and recommended orders or actions.
• Skill in listening to testimony of parties involved in hearings, in using reasoning and logic to identify solutions and approaches to cases, and in using computers and applicable software.
• Ability to determine and apply relevant rules and statutes, to comply with ethical standards, to recognize problems and identify and facilitate solutions, and to communicate effectively.
• Performs other duties, as assigned.
• Demonstrates strong organizational and time management abilities.
• Ability to work under pressure, coordinate multiple priorities, and meet strict deadlines.
• Ability to work effectively on a team or individually.
• Ability to learn and understand regulatory policies and procedures and interpret processes.
• Effective communication skills in dealing with the Commissioners, public, attorneys, and co-workers.
• Ability to exercise tact and courtesy and to establish and maintain effective working relationships.
Writing Sample Required
A writing sample is required and must be included with your application. A recent writing sample of 1,500 words or less must be attached to your application. Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
