Your Impact :
The primary function of the Preconstruction Manager is to act as a representative of both WEO's Estimating and Operations Departments and act as the Point of Contact for specific Preconstruction projects. In other words, a Preconstruction Manager must possess both Estimating and Operations skills. He / She must be able to fully understand and present a project estimate, as well as a detailed construction site logistics plan and project schedule. The Preconstruction Manager will be the leader of the preconstruction team from the initial job setup through the completion of GMP. To ensure that the project is set up and ready for the construction phase to the satisfaction of all. The primary goal is to convert all Preconstruction projects into Construction projects that have a high likelihood of success.

Essential Duties & Responsibilities :
The duties, responsibilities, and attributes of the Preconstruction Manager typically include, but are not limited to:
Technical Skills
  • Work closely with the Estimator, Senior Estimator, Chief Estimator, Vice President of Estimating, Project Manager, and Project Executive during the preconstruction phase of a project(s)
    • Understanding of construction terminology, trades, and project types
      • Understanding of CPM schedules. Can communicate start/finish dates and specific trade dates
    • A clear understanding of schedule logic and sequence
    • Basic understanding of Jobsite setup and site logistics requirements
      • Understanding of constructability issues. Can identify and correct specific design details to be made more constructible
      • Ability to research and identify Value Engineering opportunities during the various design phases of the Preconstruction effort
      • Ability to solicit professional advice from the Subcontracting Community for specific design issues during the Preconstruction process
      • Basic understanding of all aspects of the estimating process per coordinator checklist:
        • a.) Job Setup / Review
        • b.) Bid Mail
        • c.) Bid Specific Information
        • d.) Advertising Bidding Projects
        • e.) Preparing Bid Documents
        • f.) Bid Day Preparation
        • g.) Post Bid items
  • Thorough Understanding of trade CSI codes
  • Understanding of plans and specifications
  • Understands costs associated with bidding projects.
    • (Bid Solicitation, Reprographics, Advertising, etc.)
  • Ability to evaluate and maintain estimating job cost reports
  • Basic understanding of WEO standard Subcontractor insurance requirements
  • Ability to identify when owners' requirements exceed WEO standard requirements and notify estimating lead accordingly
  • Understands Prime Contract Agreements, as it relates to potential cost implications
  • Understands basics of WEO standard Subcontract Agreement and its standard exhibits
Management Skills
  • Be able to manage the Owner and Design Team during the Preconstruction process to the benefit of WEO
  • Builds and creates strong Subcontractor relationships
  • Build relationships with key existing Subcontractors and strive to establish new relationships
  • Manage and participate in the creation of bid proposal packages in response to RFQ's and RFP's
  • Make a conscious effort to attend Subcontractor industry events to help broaden our Subcontractor relationships and to market WEO
  • Review, comment, and notify lead estimator of any nuances in Owner's Prime Contract agreement
  • Understands the "overlap" in job assignments, and shows initiative to go beyond his or her specific assignment to meet the team's goals
  • Clearly communicates to the Estimating Department to notify all bidders of the project-specific Payment and Performance Bond, Builders Risk, Owner Controlled Insurance Programs "OCIP", and professional/environmental liability language requirements during the preconstruction/bid phase(s)

Qualifications
Four-year degree in Construction Management, Civil Engineering, Architecture, or equivalent experience in a related field and at least 5-10 years minimum of relevant experience in the Construction Industry as a Project Superintendent, Project Manager, Assistant Project Manager, Estimator or equivalent
Broad understanding of construction administration and estimating processes, including contracts, construction documents, construction estimates, schedules, and RFI's
Understands and effectively uses company software programs and systems:
  • Proficiency in basic computer skills (MS Word, Excel) and can adequately use PowerPoint
  • Proficiency in Outlook and can manage calendars, address books, tasks, and email
  • Can manipulate Cosential and Bid Calendar
  • Ability to navigate and manage files and folders in cloud-based platforms, such as Box.com and Dropbox

Basic understanding of scheduling and CMiC applications
Demonstrated ability to lead and manage

First Aid and CPR certified
Demonstrates knowledge and understanding of various construction delivery methods, various market sectors, the construction administration process, building trades, technical aspects of construction including means and methods, materials, building systems, planning, scheduling, estimating, owner, and architect relations
Physical Demands :
Performance of the required duties will require physical ability to use construction personnel hoists, ability to climb ladders and negotiate work areas under construction when visiting a WEO job site. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. Performing this job requires the use of hands to finger, handle, or feel objects, tools, or controls, sit, talk, and hear and stand throughout the workday.

Work Environment :
While performing the duties of this job, the employee regularly works in one of WEO's California regional offices and on occasion may be required to visit the construction work site where the employee may be exposed to moving mechanical parts, high precarious places, fumes, or airborne particles, outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud.
