SUMMARY
The Data Analyst II provides support to the Department of Health and Human Services, Indian Health Services (IHS). This position defines and improves the software architecture of IHS applications through industry standard design patterns across the technical stack. The primary focus of this position is to implement data analysis, data validation, reporting projects and solutions based on Microsoft SharePoint, Dynamics 365 and ServiceNow.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assists in developing and maintaining Microsoft SQL server instances used by DPMB for data management.
- Performs data extraction, transforms it, and loads it into MS SQL databases.
- Analyzes existing MS SQL queries, views, stored procedures, and custom functions and recommends performance improvements.
- Assists in designing, developing, and maintaining MS SQL database tables, views, stored procedures, and custom functions.
- Assists in the evaluation and solution implementation to maintain data quality.
- Assists in developing and maintaining an IT Service database that will contain cost models and service cost estimates.
- Assists in developing and maintaining other databases as needed to manage IHS data.
- Assists with developing and creating dashboard interfaces in Microsoft Power BI and other dashboarding tools to provide information to various stakeholders.
- Assists with Microsoft SharePoint development and enhancements, data table management, and workflow design as required.
- Assists with Microsoft Power Apps and Power Automate development, enhancements, and workflow design as required.
- Develops automated data import and normalization tools to provide data in a standard format regardless of source formatting.
- Prepares and processes bulk user info and service data updates to external vendor portals.
- Review and analyze ongoing business requirements.
- Assists with ServiceNow data table management, workflow design, and interface enhancements to meet new or changing processes or business models.
- Assists in creating quarterly billing reports for cost recovery from internal IHS customers.
- Assists in creating and maintaining monthly inventory reports for issued equipment and services for OIT programs.
- Generates custom and ad hoc reports as required by IHS.
- Generates custom, templated, and ad hoc reports as required by IHS, HHS, and OMB.
- Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
- Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE
Bachelor's degree in Computer Science, Computer Engineering or a related field of study and a minimum of eight (8) years’ relevant experience; or equivalent combination of education / experience / training.
CERTIFICATES, LICENSES, REGISTRATION
Ability to obtain a Public Trust Security Clearance

- Working knowledge of SQL / PLSQL and database capability in Oracle or SQL Server environments.
- Working knowledge of HTML, XML / XSLT, CSS2, DHTML, Qliksense, and Microsoft PowerBI.
- Proficient knowledge and understanding of software testing concepts, practices and procedures.
- Operational knowledge and understanding of the various phases of Java development with ability to apply to government documentation standards.
- Experience in developing Oracle database applications using SQL, PL/SQL, perform database logical and physical design.
- Ability to work independently on modules, large subroutines, or small applications.
- Excellent general computer skills with proficiency in Microsoft Windows / Office.
