BASIC FUNCTION: Under direction of Dean of Counseling, perform a variety of complex duties and provide specialized assistance to students involved with Extended Opportunities Programs and Services (EOPS) and Cooperative Agencies Resources for Education (CARE); coordinate, organize, and oversee the activities and daily operations; assure compliance with District educational policies and State guidelines, prepare and maintain records, reports and statistical data related to EOPS/CARE.
DISTINGUISHING CHARACTERISTICS:
The employee assigned to this class (Range 16) reports directly to Dean of Counseling and performs specialized and complex work requiring previous work experience in college student services.

Responsibilities
REPRESENTATIVE DUTIES:
Essential duties and responsibilities include the following. Other job-related duties maybe assigned.
Coordinating the daily operations of the EOPS program; representing the director as assigned, facilitating internal component coordination, or otherwise carrying out administrative and programmatic functions as directed.
Oversight of the CARE program, developing and implementing operational procedures, determining budget and service requirements, preparing CARE sections of the annual EOPS program plan, recommending and training CARE staff. Advise CARE students on child care needs, transportation services, and county expectations.
Ensure funds are budgeted and granted, in accordance with the EOPS/CARE guidelines and District general accounting principles and procedures. Provide input for budget development, and monitor and maintain program budgets as directed; record expenditures, maintain current balances, and prepare periodic reports as requested.
Review student records and applications; determine eligibility of new and continuing students in the Extended Opportunity Programs and Services (EOPS) and Cooperative Agencies Resources for Education (CARE) programs according to state and local regulations and guidelines.
Interpret, apply and explain eligibility requirements, District policies, and program regulations for program eligible students; promote program on campus to students, staff, and faculty, and to off-campus organizations.
Coordinate efforts with the Financial Aid Office to assure that eligible EOPS and CARE students complete necessary documents to be eligible for financial assistance; verify units completed and review students' program requirements and obligations.
Review student grades and grade point averages (GPA) for program eligibility and satisfactory academic progress; notify students of progress and academic success requirements; prepare appeal forms, petitions and student files for review.
Conduct in-person and virtual EOPS and CARE orientation for newly admitted EOPS and CARE students. Organize, schedule, and conduct in-person and virtual workshops/programming designed to meet the needs of EOPS and CARE students. Collaborate with the Transfer Center and Career Center for four-year college/university visitations and career-focused programming.
Collaborate with other college-wide activities and services, supervising temporary and student staff, communicating program information to staff, maintaining staff and programmatic schedules, compiling data for college reports.
Collaborate with other departments across campus to provide in-person and virtual in-reach and outreach, such as but not limited to high school visitations, campus orientation and tours. Develop informational materials for EOPS/CARE publications, websites, schedules and catalog.
Coordinate, organize, and oversee the activities and daily operations of the EOPS/CARE programs, services, and temporary staff and student staff; Coordinate with Dean on EOPS/CARE counseling faculty schedules.
Maintain program physical and electronic records, files, logs and lists; compile, organize and consolidate data for inclusion in periodic statistical reports as required by program requirements and school.
Input and maintain data in the management systems including: Banner, Management Information System (MIS), Student Services Reporting for Community Colleges (SSARCC), MS Sharepoint, and SARS for EOPS/CARE students. Provide tracking reports from electronic counseling appointment scheduling software programs.
Organize and lead EOPS/CARE Advisory Committee as required by assigned program guidelines.
Attend meetings, conferences, seminars and workshops to maintain current knowledge regarding program eligibility, requirements and regulations. Communicate with District personnel, community organizations, government agencies and others to exchange information, coordinate activities and resolve issues.
Assist with development, promotion, and implementation of EOPS Summer Bridge program.
Recruit, interview, train and provide work direction to student assistants and temporary workers.
Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
Bachelor's degree from an accredited institution and evidence of successful experience in coordinating programs and services for students affected by language, social, and economic disadvantages.
Preferred: Master's Degree and three years' experience working with EOPS and CARE, or related social services or educational programs.
