Description:

  • Provide functional knowledge and technical support of developing enterprise architecture to support MBSE to the NOA Chief Engineer. This support shall include data structure supporting Systems Modeling Language (SySML) and development of integration with current data models and tools in use by the NOA Chief Engineer.
  • Monitor, maintain, enhance, and manage all system (software/hardware/network/configuration and data management) operations and system administration, integration, and data transfer for modeling and simulation tools, architecture tools, and data repositories within the Naval Integrated Modeling Environment (IME).
  • Research analysis of missions, tactics, equipment, interfaces, and resource allocations to new and developing systems and programs.
  • Locate and research all relevant valid data to build the model, including both systems data from the PEOs and operational data (Fleet).
  • Ensure data traceability through the pyramid of models.
  • Ensure missions are traceable to Required Operational Capabilities and based on Integration and Interoperability baselines.
  • Provide systems engineering support in analyzing and/or projecting performance of future systems.
  • Develop a roadmap for S&T and provide forecasted NOA systems and capabilities for integration into forward-looking views of the Navy’s Enterprise Architecture (EA), including Target Architecture. Shall include S&T initiatives and forecasting sync with Government, industry, and academic development activities. The support shall include technical input and reviews of technical documents, market and publication research, and production of S&T Roadmap artifacts.
  • Shall attend meetings as required and provide technical analysis of meetings and documents to support the S&T Roadmap requirements, analysis, and integration with NOA development activities.
  • Shall provide input in the review and analysis of Acquisition Engineering documentation for programs in the RDT&E lifecycle including:
  • Department of Defense Architecture Framework (DoDAF) System Architecture documents including Operational Viewpoints (OVs), Systems Viewpoints (SVs), Technical Standards Views (TVs) and Information Support Plans (ISP);
  • Symantec Endpoint Protections (SEPs), Cybersecurity Strategy, System-Level Continuous Monitoring (SLCM) strategy, System Security Accreditation Plans, and System Design Specification (SDS).
  • Human System Integration (HSI) requirements and plans.
  • System test and quality assurance plans include TEMPs, Independent Verification and Validation (IV&V) plans, Software Development and Software Management Plans.
  • Performance and requirements specifications and other technical documentation necessary to acquire capabilities including engineering CDRL definitions.
  • Interface requirements to include definitive interface specifications, interface agreements and/or drawings. Interface requirements may include electrical, physical, information flow, information control and information format characteristics.
  • Assist in the development and update of AoAs determinations in support of program milestone requirements.
  • Evaluate independent cybersecurity technical assessments for cyber risk, software assurance, penetration testing, and other related cybersecurity testing.
  • Observe and document cybersecurity evaluations throughout the requirements, engineering, testing, and development phases of acquisition (e.g., RMF, Systems Engineering Technical Review (SETR), cyber risk to mission, and cybersecurity readiness).
  • Conduct tests, evaluate results, and develop reports (quick-look, final test, and lessons learned) and present findings and conclusions for DON laboratory testing of systems, software, tools, and products.
  • Investigate approved written testing procedures for all software testing, including computer program test plan/software test plan, computer program test specification and generation of the computer program test report/software test report.
  • Shall conduct tests, evaluate results, and develop reports pertaining to the Cyber test and Evaluation requirements for the testing of systems, software, and cyber analysis tools.
  • Shall track approved written testing procedures for all software testing, including computer program test plan and software test plan, computer program test specification, and generation of the computer program test report and software test report.
  • Shall conduct engineering and technical efforts for the Cyber test and Evaluation requirements that include testing of systems, software, and cyber analysis tools.

Typical experience:

  • 6 years of experience in Government related R&D, T&E, and systems acquisition programs.
  • Additional guidelines: 4 years of relevant HSI engineering experience in at least 3 of the areas listed below:

a. Comparative multi-domain HSI engineering analysis, impact assessments, trade-off studies of complex systems.

b. HSI design, installation, integration, and test support either in a laboratory or direct applications.

c. Design documentation/specification development.

d. HSI test planning and test procedures development, test conduct, analysis, and reporting.

e. HSI-related engineering requirements, performance and risk analysis.

f. Applying engineering principles to investigate, analyze, plan, design, develop, implement, test or evaluate systems.

g. Applying engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition, training, and resource management.

h. Conducting Task Analyses (e.g., Mission Task Analysis, Top-Down Functional Analysis, Critical Task Analysis).

i. Design, installation, integration, and test support either in a laboratory or operational systems.

j. Understand Naval operations from unit level through operational staff and headquarters planning.

Typical education:

  • ABET Accredited BS Degree from ABET recognized engineering curriculum. Examples include ME / EE / IE / CSE OR BS Degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Examples include: Applied Math, Applied Physics, Operational Research, Modeling and Simulation, Chemistry, Biology, Computer Science, Naval Architecture.
