GENERAL STATEMENT OF DUTIES : Within the Rhode Island State Council on the Arts (RISCA), to be responsible for the planning and implementation of federal and state grant programs and projects including the investment, capacity building, and cultivation of arts and cultural resources of this state; to act with the full authority of the Executive Director in all matters in the absence of the Executive Director; to serve as exercising delegated authority over all federally funded RISCA programs and activities pursuant to the requirements of the National Endowment for Arts; and to do related work as required.
SUPERVISION RECEIVED : Reports to the Executive Director (RISCA) with extensive latitude for the exercise of independent judgement and action; work is reviewed for conformance with state and federal laws, regulations, rules, and policies as well as RISCA internal policies and practices.
SUPERVISION EXERCISED : Plans, coordinates, supervises, and reviews the work of program director, grant making staff, ensures compliance with all NEA rules, regulations and requirements. Acts as the agency's 504 compliance officer.
To ensure our grantmaking processes and operations are accessible to our constituents, flow smoothly, and remain in compliance with state and federal regulations.
To ensure the health and wellbeing of arts and culture organizations in Rhode Island through grants, technical assistance, and programming.
To ensure the arts and culture sector in Rhode Island has information and services to improve their accessibility.
To oversee the agency's grantmaking processes, including the development and implementation of policies and day-to-day grantmaking operations; federal and state grant reporting, including annual reports to the federal government.
To supervise and provide administrative direction to grant program staff to ensure compliance, consistency, and cohesion of grant programs; the provision of technical assistance by grant program staff to applicants; and coordination between RISCA grant programs and grant program staff.
To manage general operating support for organizations and the project grants for organizations programs, from technical assistance with applications through panel process and reporting.
To function as agency's 504 Access Coordinator, ensuring compliance of agency and grantees, and serving as information resource and program provider to the arts and culture community, as required by the National Endowment for the Arts.
To develop and implement capacity building and other programs for arts and culture organizations in Rhode Island based on shared needs facing arts and culture organizations.
To assist the Executive Director with the development, implementation, and oversight of the state arts council's programs and activities, as well as functioning with the full authority of the Executive Director in all matters in the absence of the Executive Director.
To work with the executive director to set and manage program budgets.
To ensure the continuation of operations, not limited to all agency finance operations, grant making and human resources, in the absence of the Executive Director.
To do related work as required.
KNOWLEDGE, SKILLS AND CAPACITIES : A thorough knowledge of the provisions of state and federal laws relating to grantmaking programs in partnership with the National Endowment for the Arts and activities; a thorough knowledge of the principles, methods, and techniques applied in the collection, evaluation, organization, and presentation of data and other information for use in agency planning of policies, programs, and projects; a working knowledge of the principles, methods and techniques of community engagement as they relate to the planning and development of the agency's programs and projects; the ability to analyze major problems and to direct research, survey, and design-review activities for the possible solution of such problems; a working knowledge of arts organizations management processes, and the ability to apply effectively these knowledges, principles, methods, and techniques; the ability to effectively direct the work of subordinates in the maintenance of the agency's grant making activities; the ability to prepare, and to supervise others in the preparation of, clear and technically correct reports containing findings, analyses, evaluations, conclusions, and recommendations relating to the state's arts & cultural resources; the ability to plan, coordinate, supervise and effectively evaluate the work of subordinates; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education : Graduation from a college of recognized standing with a Bachelor's degree, and
Experience : A minimum of five (5) years of employment in a responsible technical or administrative position in the field of arts management or a related field that involved implementation of programs and projects that invest in arts and cultural development.
Or, any combination of education and experience that is deemed substantially equivalent.
Additional preferred candidate qualifications include:
- Developing, implementing, and maintaining budgets.
- Creating and communicating budget reports, e.g., budget to actual revenues and expenditures.
- Possession of a general knowledge of accounting principles and practices.
- Familiarity working with electronic financial management systems, as well as collaborative technological systems like Microsoft Teams, Slack, etc.
- Experience managing contracts.
- Passion for arts and culture.
- Demonstrating an interest in providing equitable access.
- Being bilingual.
