Description:

The Quality Manager is responsible for improving and overseeing Soundview Consultants quality management systems and ensuring that reported data, graphics, and other documentation contents meet Soundview's quality standards. The Quality Manager works to ensure technical report drafters are properly trained and supported, oversees daily QA/QC operations, ensures quality objectives are achieved, and provides technical guidance and mentorship to technical staff.

The Quality Manager works closely with senior management to develop, implement, and improve the company's existing quality operating procedures.

Key responsibilities:

  • Provide QA/QC review, including for high-priority or high-profile projects, by reviewing technical reports for accuracy and adherence to internal protocol and external requirements
  • Develop, oversee, and strategically implement quality management procedures and policies, including standardized procedures and methodology approach to Quality Assurance and Quality Control
  • Manage the maintenance of standard forms and report templates
  • Oversee and provide ongoing coaching and leadership to technical staff completing QA/QC reviews
  • Actively address problem issues, working with others to find practical solutions
  • Responsible for ensuring technical report drafters are provided with constructive feedback to support their personal development and overall company quality improvement
  • Support onboarding by ensuring new staff are familiarized with the QA/QC team, policies, and procedures
  • Support Project Coordinators with QA/QC reviewer assignments
  • Provide Supervisors with information about individual performance and training needs as related to report drafting and data analysis
  • Participate in interviews with candidates for report drafting or data analysis positions and support the associated hiring decision
  • Monitor and analyze external client and agency feedback and identify trends as areas for improvement
  • Provide recommendations to the leadership team on quality procedures and policy implementation
  • Remain current with the best available science, regulatory changes, and industry standards
  • Reviewing, formatting, and editing scientific and technical documents.
  • Providing document writers with feedback (redlines and comments) to improve clarity and ensure documents are created with the intended audience.
  • Manage documents, including endnote citations and quality assurance compliance.

Skills and Qualifications

  • Knowledge of the industry's legal rules and guidelines
  • Knowledge of the industry's latest trends and best practices
  • Experience with preparation and QA/QC of environmental permit applications, documentation (e.g., wetland reports, biological evaluations, JARPAs, habitat assessments, water quality plans, shoreline assessments, and mitigation plans) and associated graphics drafted by others in AutoCAD or GIS.
  • Comprehensive understanding of wetland assessment methodology, freshwater, marine, and terrestrial ecology, wetland and stream mitigation, and relevant regulations such as the Clean Water Act, Shoreline Management Act, Growth Management Act, Endangered Species Act, and SEPA/NEPA
  • Experience researching and analyzing critical areas codes and other environmental regulations.
  • Experience reviewing wetland ratings under the 2014 Washington State Wetland Rating System
  • Experience reviewing wetland data sheets collected in conformance with U.S. Army Corps of Engineers wetland delineation manual and NRCS hydric soil guidance documentation
