Position Description

Under the general supervision of the IT Manager, this position will support large scale projects and initiatives for the newly created Legislative Department, with special focus on technology. The Legislative Department also supports City and department-wide initiatives. The Legislative Department includes City Council, City Auditor, City Clerk, and the Elections & Voter Services Division. The Legislative Business Analysts will work on a team that supports multiple IT projects and provide customer service in a fast-paced environment. Daily activities may involve implementing new software, developing website content, resolving IT based problems for elected offices, researching and recommending IT solutions, and collaborating with partners across the enterprise.

Work Location - This position works primarily on site, but may be eligible for flexible work arrangements, with some days remotely.

Job Duties And Responsibilities

  1. Administer projects or program activities including:
  • Coordinate a variety of projects for the Legislative Department. This includes planning, development, and implementation of programs including development of standards, regulations, and appraisal systems.
  • Represent the project/program on multi-department or inter-agency task forces, committees, and related organizations.
  • Coordinate partnership activities with both external and internal stakeholders that help achieve the goals of the project or program.
  • Plan, organize, assign, and direct the work of others on assigned projects.
  • Prepare and make presentations to groups, citizens, elected officials, staff, and act as a liaison regarding project/program activities.
  • Create reports, case studies, and other documentation related to the project or program managed.
  • Gather business requirements.
  • Research issues, analyze proposals, and suggest alternative solutions.

Support General Technology Operations For The Legislative Department Including

  • Identify technology issues, troubleshoot them, work with vendors or IT to resolve issues.
  • Set up new users and maintain system data.
  • Communicate changes and updates.
  • Provide customer service on issues involving IT.
  • Coordinate quality assurance, testing and debugging applications.
  • Implement solutions using enterprise tools.

Maintain and develop web content within the City’s content management system including the City website, social media platforms, the City’s intranet, and department led systems (LIMS, CRM, Municode). Create trainings, procedures, reports, and other documentation related to the project or program managed.

  • Provide leadership in the development and delivery of outreach and educational programs and materials.
  • Develop and maintain training materials and train staff on systems.
  • Create documentation and project plans.

Serve As Liaison To Internal And External Partners To

  • Ensure proper technology is available for City Council meetings and events.
  • Coordinate equipment needed for new hires throughout the entire Legislative Department.
  • Serve as subject matter expert for evaluation of new City systems and vendors.

MINIMUM EDUCATION

Bachelor’s Degree in project management, business analysis, management, public administration, computer science or information management.

MINIMUM EXPERIENCE

Three years of related experience in project management and coordination (preference for large scale initiatives), government, training, business analysis, application support, or application development. Desirable candidates will have experience working with ServiceNow.

LICENSEES/CERTIFICATIONS

  • Preferred but not required, related professional certifications may substitute for coursework:
  • Project Management Professional (PMP)
  • Certified Business Analysis Professional (CBAP)
  • Professional Scrum Master (PSM)

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three (3) months after it has been established.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
