Job Goal:
The Chief Personnel Officer is responsible for providing high-level strategic human capital management and oversight that supports the overall short and long-term objectives and strategic direction of the Somerville Public Schools with the ultimate goal of enhancing educator and other staff performance and the education of the students of the Somerville Public Schools. More specifically, the Chief Personnel Officer shall provide strategic leadership of District Human Resources staff, Professional Learning Department staff, and District Legal Counsel, and will work closely with the Offices of Curriculum Instruction and Assessment and District Diversity, Equity, and Excellence and will utilize and coordinate these resources in a manner that promotes the highest level of staff performance and an organizational culture that supports the learning process.

Qualifications:

  1. Massachusetts DESE Supervisor / Director Non-Core, Principal, or Superintendent License
  2. Five years' experience in an educational institution
  3. Experience working as a school administrator or senior level experience managing operations in a complex, unionized urban environment
  4. Extensive experience managing complex projects in a fast-paced environment, with demonstrated ability to manage high-level relationships
  5. Ability to prioritize, plan, execute and deliver successful outcomes
  6. Knowledge of principles and practices of school administration, adult learning, budget development, program management, and implementation of federal, state and local legislation pertaining to education
  7. Experience with the MA Educator Evaluation system
  8. Effective communication, collaborative, and interpersonal skills with educators and leaders
  9. Committed to educator reflection, agency, and empowerment
  10. Strong facilitation, organizational and technical skills
  11. Proficiency in Google platform (e.g. Google Docs, Sheets, Forms, Slides)
  12. Master's Degree
  13. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable

Duties/ Responsibilities:

  1. Provide high-level strategic direction and oversight of all systems, structures, and processes related to the recruitment, hiring, retention, development, and advancement of Somerville Public Schools staff in order to strategically maximize talent to best meet the needs of students
  2. Collaborate with the Human Resources Director to develop effective and efficient systems for all HR functions including but not limited to hiring, onboarding, maintaining accurate staff records, supporting staff, and offboarding
  3. Provide strategic leadership and oversight of the district’s induction and mentoring programs and ensure alignment with district goals and priorities to support the success of all staff in the system
  4. Provide strategic leadership and oversight of the district’s professional development program and ensure alignment with district goals and priorities to support the continued growth and development of all staff in the system
  5. In collaboration with school and district leaders, lead the district’s professional learning rollout for key priorities including the implementation of new curricula, programs, and initiatives
  6. Implement and oversee a strategic, systematic approach to the SPS educator evaluation system that is focused on the continuous improvement of all Somerville educators with the goal of excellence in teaching and leadership standards
  7. Mentor new principals and new administrators in the Somerville Public Schools in the implementation of Somerville’s Educator Evaluation processes including software and other relevant systems
  8. Provide strategic leadership and oversight of the district’s educator pathways and leadership pipelines that allow for staff mobility throughout the learning organization
  9. Develop and maintain key community partnerships with colleges/universities and other organizations to develop pipelines and pathways for credentialing and continuing education
  10. Identify key district stakeholders and successfully manage stakeholders to meet and promote district goals and objectives
  11. Supervise, develop, and evaluate HR Director, Professional Learning Director, and District Legal Counsel
  12. Coordinate the operational and strategic management of key tools and systems including the online management systems for staff used by the District
  13. Manage the relevant budgets to support the recruitment, hiring, retention, development, and advancement of Somerville Public Schools staff
  14. Align and integrate systems and processes between the Human Resources and Payroll Departments to ensure personnel transactions occur in an accurate and timely manner
  15. Contribute to the annual budget and staffing plan creation process
  16. Cultivate a positive and productive staff culture through the intentional recognition and celebration of staff achievements and contributions to the organization
  17. Collect and utilize relevant data including staff feedback to inform strategic planning for the improvement of all systems and structures related to personnel experience and development
  18. Communicate complex issues clearly and effectively to the Superintendent or designee, as well as the School Committee as needed, verbally and in writing
  19. Perform other responsibilities as required and assigned

Terms of Employment:

Work year: 260 days
