The Community Development Block Grant Disaster Recovery Manager is responsible for tasks related to client engagement, services, and projects in support of disaster recovery programs, such as US Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) related disaster programs, and other department initiatives and strategies.

Qualifications:

  • Bachelor's degree in Accounting, Finance, Business, Public Administration, or an approved related field is preferred.
  • Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), Project Management Professional (PMP) certifications are preferred, but not required.
  • 5+ years of advanced experience in the CDBG-DR program, and state, local and/or federal level disaster recovery programs in consulting and advisory services, including 3+ years in a management or supervisory role.
  • 5+ years of consulting and/or client support and Business Development is preferred.
  • Experience working on federally funded disaster related projects such as FEMA Public Assistance, FEMA Individual Assistance, CDBG-DR, FEMA's Hazard Mitigation Grant Program, or American Rescue Plan Act (ARPA) is preferred.
  • Ability to manage multiple projects of various sizes, including the development of a project plan, managing a team, and creating and managing project budgets.
  • Advanced knowledge of and experience with HUD CDBG-DR disaster programs including related statutes, regulations, and policies and processes.
  • Maintains understanding of applicable CDBG-DR regulations and their evolution with each allocation.
  • Demonstrates critical thinking capabilities.
  • Project management skills with the ability to manage multiple projects and tasks with a strong attention to detail and accuracy.
  • Capacity for quickly understanding new concepts, workflows, and systems.
  • Demonstrates leadership skills, as well as a positive attitude and proactive nature.
  • Excellent interpersonal, written, and verbal communication skills in business and technical environments and within a diverse group of individuals.
  • Strong verbal communication skills, including the ability to present verbally to high-level stakeholders.
  • Proven ability to provide excellent customer service and maintain client/professional relationships/partnerships.
  • Able to work in a dynamic, fast-paced, innovative, and continuously changing environment.
  • Ability to perform effectively, efficiently and with quality under tight deadlines and manage multiple priorities.
  • Possess a high degree of professionalism including the ability to maintain high levels of confidentiality.
  • Computer literate with the capability of performing at an intermediate or advanced level with respect to the Microsoft Office Suite of products, specifically Excel, Word, and PowerPoint.

Responsibilities:

  • Leads large, complex programs implementing major state and community-level post-disaster recovery efforts, including administering HUD CDBG-DR funds.
  • Evaluates client needs, recommends project approaches, and manages activities for completing work, assisting with oversight of overall quality control of client deliverables.
  • Performs supervisory responsibilities of a team including serving as a performance career coach to staff, providing prompt feedback to Directors, Senior Managers, and Partners regarding staff performance, and completing annual staff evaluations.
  • Manages the team through all phases of a program including strategic planning, work planning, mobilization, execution, and completion, consistent with established program delivery processes.
  • Provides leadership, direction, coaching, and development for personnel in the areas of performance management, problem resolution, planning, and assignment of work.
  • Ability to prioritize and handle multiple projects in a changing environment.
  • Assists with client situations; identifies and interprets federal regulations and uses knowledge and experience to determine method of project implementation.
  • Actively engages in business development activities such as participating at conferences, responding to requests for proposals, and development of proposals.
  • Leads and participates on proposal writing teams including writing and coordinating submissions.
  • Develops disaster recovery thought leadership and insights.
  • Identifies recovery-related assistance gaps/needs and provides recommendations to leverage current resources to increase program impact.
  • Ensures that the scope of work is completed to the satisfaction of the client and key stakeholders, while ensuring that quality, financial, risk management, business and policy expectations are met.
  • Communicates and works with the team on a variety of issues including progress and status, scope, schedule and budget as well as progress of deliverables.
  • Ensures compliance with applicable policies and procedures, laws and regulations, and keeps current on compliance-related areas.
  • Participates in the preparation of deliverables/reports for review by the Senior Manager and/or Director.
  • Provides support on other consulting projects, not related to grants management, as necessary.
  • Coordinates relevant relationships with clients, and federal, state, & local agencies.
  • Participates in project budget development and monitoring of expenses.
  • Ensures service line employees are properly and accurately billing for time, reviews non-billable, billable and utilization reports.
  • Proactively communicates any issues/concerns relating to service line.
  • Develops proficiency for Firm software applications and procedures.

Other Duties:

  • Provides courteous and prompt service to all internal and external parties.
  • Identifies opportunities and recommends methods to improve service, and work processes.
  • May assist co-workers in the completion of tasks and assignments.
  • Perform other services as assigned.

Other Considerations:

  • May periodically travel and work from different company locations.
  • May be required to work overtime, and/or on weekends as needed.
  • Must arrive at EisnerAmper offices or client locations in a timely manner and be ready to perform job responsibilities.

Work Environment:

The work environment is considered to be that of a typical business/office operation. The noise level in the work environment is usually moderate.
