Summary This MANAGEMENT SUPPORT SPECIALIST is located at an Air National Guard (ANG) Group Commander's Support Staff (CSS) unit and is part of the CA 146 AW. Responsibilities THIS IS A T5 EXCEPTED SERVICE, INDEFINITE POSITION Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered. The primary purpose of the MANAGEMENT SUPPORT SPECIALIST, GS-0301-9, is to administer and direct the Group Commander's Support Staff functions to ensure smooth day-to-day operations. Additionally, trains personnel in the accomplishment of tasks set forth herein. Participates in special studies and projects relating to planning, coordinating, and analyzing the effectiveness/efficiency of the Group CSS in meeting Air Force Administration program goals. The incumbent analyzes, interprets and evaluates current and proposed methods and procedures for business processes performed. Researches, consolidates, and summarizes budgetary data from source documents and reports for use in preparing budget estimates and annual financial plans. Plans, organizes, and oversees personnel, unit training, and administrative programs management within the Commander's Support Staff (CSS). Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Oversees the preparation, maintenance, and disposition of required administrative reports and other correspondence. Reviews internal operating procedures for personnel and information management to ensure effectiveness and compliance with current directives. Serves as central point of contact to provide authoritative explanations of personnel and/or manpower related requirements, regulations, and procedures and to assist in resolving operational problems involving all functional areas of personnel. Compiles personnel and manpower transactions according to the specific, established requirements of each case. Effectively ensures the accuracy and quality control of all documentation affecting manpower and personnel transactions. Develops CSS consolidated resource plan for staff support to include budget, equipment, computers, supplies and required services. Interprets source information and properly applies it to the budget. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. Qualifications MANAGEMENT SUPPORT SPECIALIST, GS-0301-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Collaborating with Unit Training and Deployment Managers to identify, schedule, conduct, and document Services specific training and align priorities with wing requirements to ensure all objectives are fulfilled; Maintaining thorough understanding of readiness reporting requirements and provides documentation of relevant sustainment services training statistics to applicable monitors for inclusion in associated reports; Coordinating with contracting officer to establish formal contracts or Blanket Purchase Agreements with local hotels or with host installation agencies to support non-commuting members.
