PHS administers WholeYouNYC (WYNYC), a coordinated community resource network that builds trustworthy and reliable pathways between healthcare providers, health plans and CBOs providing critical resources in the community that address the social drivers of health. WYNYC brings together over 100 organizations offering various programs – such as food, housing, employment, health insurance, and sexual health services – across all five boroughs. These services and programs make it possible for New Yorkers to live their healthiest lives and ultimately reduce health disparities and advance health equity.
This is a grant-funded position ending March 31, 2027.
Program Description:
The Office of General Counsel and Legal Affairs (Legal) provides legal advice, counsel and representation for matters involving PHS, its senior leadership team, Board, and employees. Legal issues arise in the context of PHS’ operations, administration, programs, and services. We work with all PHS departments to ensure understanding of, and compliance with, federal, state, and local laws and rules, and contractual requirements. Our approach is hands-on and proactive—engaging as partners with our colleagues to get in front of legal issues.
Position Summary:
We are seeking a Staff Attorney to join the Office of General Counsel. Under the supervision of the Associate General Counsels, the Staff Attorney will provide legal support on contractual, compliance, and risk issues.
Specifically, the Staff Attorney will:
- Draft, review, redline, and negotiate commercial contracts and other vendor agreements, as well as additional contracts as assigned, and ensure that contractual arrangements align with organizational goals and legal requirements.
- Assist in management and monitoring of PHS’ Compliance Program, including providing legal advice and developing materials for non-lawyer staff summarizing laws/regulatory requirements.
- Conduct regulatory research and draft legal memoranda.
- Stay abreast of regulatory changes at the City, State, and Federal level that will impact PHS.
- Assist in development of Risk Assurance Program by facilitating risk assessments, monitoring, and mitigation plans.
- Address ad hoc legal issues. Other duties, relevant to the position, shall be assigned as required.
Qualifications and Experience:
- Member of the New York bar in good standing (or eligible for immediate membership).
- 3-6 years’ in-house, law firm, or governmental experience.
- Expertise in the core areas of work described above.
- Demonstrated exceptional organizational, analytical, problem-solving, attention to detail, facilitation, written and oral communication, and training and presentation skills.
- Demonstrated capacity to work independently with strong follow-through skills and ability to juggle multiple matters, prioritizing effectively.
Additional Preferred Skills:
- Demonstrated skills in collaboration, teamwork, inclusive leadership, and problem-solving to achieve goals.
- Demonstrated ability to communicate complex information clearly and persuasively to create engagement and support across multiple levels within the organization.
- A high level of integrity and trust.
- Experience in or familiarity with the healthcare, nonprofit, and/or government grants/contracting sectors a plus.
- Familiarity with MS Office suite.
