The Electricity Infrastructure and Buildings Division (EIBD) of PNNL is accelerating the transition to a decarbonized, efficient, resilient, and secure energy system through basic and applied research. We leverage a strong technical foundation in power and energy systems and in advanced data analytics to drive innovation, transform markets, and shape energy policy.

The Energy Technology Deployment Group within EIBD applies expertise in program design and management to speed the deployment of technologies that improve the energy efficiency and resilience of the built environment.

Responsibilities

The Energy Technology Deployment Group is looking for a seasoned Commercial Buildings Program Manager to lead a portfolio of activities that help build on foundational technology research and speed the deployment of advanced energy technologies in the commercial buildings sector. This is a senior project manager position that involves partnering with other project managers, principal investigators, and leading technical research teams to ensure the effective execution of projects for federal funding sponsors at the Department of Energy, Department of Defense, and other agencies. The candidate’s project work will focus on mid- to late-stage research, development, and demonstration (RD&D) and market transformation initiatives that speed the identification, market introduction, and adoption of buildings-related technologies and systems with significant national energy savings and decarbonization potential.

General responsibilities of the Project Manager position include, but are not limited to:

  1. Provide independent management oversight and technical direction for a portfolio of mid-sized to large projects with complexity, risk, and/or strategic impact.
  2. Manage changes in strategic direction, scope, schedule, and budget across projects.
  3. Effectively coordinate with diverse, cross-functional project teams, as well as line managers, market sector leaders, program managers, and other internal stakeholders.
  4. Maintain strong relationships with funding sponsor representatives.
  5. Interact with other national laboratories and other external stakeholders on project activities.
  6. Promote business development opportunities, including leading proposal development.
  7. Maintain comprehensive knowledge and understanding of project management principles and industry best practices.
  8. Maintain expertise with PNNL project management systems, tools, and policies, promote process improvement, and provide leadership and direction to project teams.
  9. Mentor junior- and mid-level staff and leverage role as a program manager to facilitate career development of other staff.

The successful candidate will be accountable to the Energy Technology Deployment Group Leader and the Team Leader for general staff performance and development, and operational discipline (e.g., maintaining training qualifications, procedural compliance, safe operations); and will work with project management office directors, and business sector leaders to ensure execution of deliverables and milestones on time and within budget.

On-site at one of our PNNL locations (Portland, OR, Richland, WA, Seattle, WA) is strongly preferred; remote work may be considered.

Qualifications

Minimum Qualifications:

  1. BS/BA and 9+ years of relevant project management experience -OR-
  2. MS/MA or higher and 7+ years of relevant project management experience

Preferred Qualifications:

  1. Degree in mechanical engineering, architecture engineering, electrical engineering, systems engineering, or similar technical degree or equivalent experience, that demonstrates strong fundamental understanding of engineering principles in building systems.
  2. Experience leading commercial buildings research projects and market transformation initiatives related to building systems energy efficiency and decarbonization.
  3. Experience leading proposal development and strategic business capture efforts. Experience working on and managing U.S. Department of Energy funded projects.
  4. Experience working with diverse buildings sector stakeholders, such as utilities, regulators, industry associations, and trade groups.
  5. Experience leading multi-organization teams.
  6. Experience in leadership roles, in management of research, technical deliverables, and subject matter experts.
  7. Excellent written and verbal communication skills, with the ability to convey complex technical topics to non-technical audiences.
  8. Certification as a Project Management Institute (PMI) Project Management Professional (PMP) or equivalent, in good standing, is desirable.
