Job Title : Linguist/Cultural Analysis Support

Position Summary

This task requires language-related analytical services including translation, transcription, interpretation, and monitoring capabilities in support of intelligence collection and other operational missions. Task performance requires high-level language abilities to include CAT III proficiency, meeting the minimum criteria of Interagency Language Roundtable (ILR) Level 3 and proficiency in Web 2.0 and open source research. Knowledge of how languages interact with one another and their associated cognitive processes, experience in diplomatic and military arenas and global intelligence services. For improved reliability and effectiveness in performing these services, contractor personnel supporting this task shall have prior experience living among the target language population. Research the origins of a source language and how it is spoken in various regions. Analyze documents and texts and translate complex information into simple language. Discover phonetic patterns of a source language. Find similar words and expressions between English and the source language. Review audio/video material and accurately transcribe information. Provide clean translations to various clients. Support to include, but not limited to, Korean, Mandarin, Russian, Tagalog, Persian, and Farsi.

Primary Duties

  • Perform translation in a wide variety of complex texts that may contain idiomatic, scientific, and colloquial writing from multiple types of media, to include but not limited to documents, video, radio, social media, and news reports;
  • Capture subtleties, nuance, tone, and register;
  • Convey commentary reflecting specific culture and real-world cultural dynamics and translate meaning of socio-cultural elements embedded in text;
  • Understand the essentials of all speech between two native speakers in a standard dialect and have a broad enough vocabulary to require little to no assistance for paraphrasing or explanation;
  • Follow accurately the essentials of conversations between educated native speakers;
  • Understand radio broadcasts, news stories similar to wire service reports, oral reports, some oral technical reports, and public addresses on non-technical subjects;
  • Expression reflects native usage.

Transcription:

  • Interpret at virtually all levels, including complex or highly complex idiomatic speech with a very high degree of accuracy;
  • Proficiently comprehend one or more national and/or regional dialects;
  • Successfully render expressions specific to a culture and convey almost all subtleties and nuances appropriately to include colloquial and slang terminology;
  • Review audio materials, write/transcribe information from target language into English with a high degree of accuracy and expression.

Monitoring:

  • Perform document exploitation, scan, research, and analyze foreign language documents and websites for key information;
  • Analyze, review, and integrate intelligence data from a variety of sources;
  • Provide specific skills and understanding of the regional media environment and the different technologies/platforms utilized in that environment;
  • Provide translation and cultural perspective on critical communications of ideological significance within the AOI;
  • Act as Quality Control for all translations on websites, weblogs, and any media summaries distributed to staff;
  • Track and map key communicators within defined media spaces;
  • Track penetration and resonance of quotes and statements to measure short and long-term effectiveness of themes and messages;
  • Use predictive analysis to identify trends in the media space as they begin to emerge;
  • Provide notes, proposals, information papers, and reports as needed.

Assessment:

  • Provide oral and written assessment of content contributors, to include assessed origin, intent, and bias;
  • Provide oral and written assessments of emerging themes and narratives of groups or persons within assigned areas of expertise;
  • Provide oral and written assessments of regional traditional and social media responses to US Government actions and activities;
  • Provide oral and written assessments of the implications of observed publicly available information content in conjunction with traditional intelligence data, plans, or systems on US Government operations;
  • Provide initiative-based oral and written assessments of observed content in order to highlight events or information that may necessitate, facilitate, complicate, or prevent the use of US Government information related capabilities within the assigned area of focus;
  • Integrate information from a variety of sources into various systems; ensures proper systems interface;
  • Develop and submit draft and finished products, which highlight significant events in the environment, provide assessed impact, and provide recommended actions to exploit or mitigate the situation as appropriate.

Qualifications:

  • Analyze and integrate intelligence data, plans, or systems;
  • Analyze, review and integrate intelligence data from a variety of sources;
  • Utilize intelligence systems and intelligence analysis systems;
  • Provide analysis of threat and make recommendations;
  • Identify/extract information components meeting military information requirement list criteria;
  • Utilize the following media to conduct collection: print, internet, radio, television, and local populace;
  • Develop estimates and make recommendations for deficiencies;
  • Collect data for analysis;
  • Develop products resulting from analysis.

This full-time position is Monday through Friday and operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Limited travel may be required.
