ERG is seekinga Cost Estimator to provide cost-estimating support for facility-related projects (Capital Improvement Program (CIP) or Sustainment, Restoration, and Modernization (SRM) Program)in the federal sector.
This will be a full-time position. It will involve working closely with program/construction management teams and contracts personnel to support thefull life cycle of projects, from initial concept design through project completion and commissioning.
Job Description:
- Develop independent cost estimates, analyses, and evaluations for design or construction projects
- Develop cash flow/cost forecasting curves from third-party and independent project schedules for design and construction projects
- Provide budget estimates (e.g., for design and construction projects) to Contract's representatives and facility program managers for review and consideration when planning and contracting facility renovations, upgrades, or modifications; utilities infrastructure; and operations and maintenance initiatives
- Conduct analyses (e.g., site visits, walkthroughs, inspections, drawing reviews, stakeholder interviews) and prepare or review associated technical scoping and cost documentation
- Participate in design reviews for facility improvement projects (including project stakeholders such as the facility operator/owner, security, human resources, and safety) provided by third-party design firms and complete review / analysis of third-party cost estimates for said projects
- Utilize and/or input cost estimate data into appropriate software
- Assure that a quality product and cost control methods are presented to the client through adherence to the company's QA/QC procedures
- Actively research, solicit, and develop sources/vendors for compiling and maintaining accuracy of cost information
- Review contractor and subcontractor change order estimates during design and construction phases of facility improvement projects
- Bachelor's degree in Construction Management, Engineering, or Architecture or any degree with construction/design work experience (preferred minimum GPA of 3.0)
- Experience applying industry cost estimating techniques to develop unit price, rough order of magnitude (ROM), and comprehensive independent cost estimates, including design and construction mark-ups (overhead & profit, general conditions, indirect costs, locality); contingencies; and other factors (risk, difficulty, current market conditions)
- Demonstrated ability to collaborate effectively with internal/external stakeholders
- Excellent verbal/written communication, problem-solving, conflict resolution, and decision-making skills
- Ability to review, understand and accurately interpret construction documents (drawings, specifications, contracts / general conditions), Computer-Aided Design (CAD) products, and Building Information Models (BIMs) at all levels of design
- Experience using commercial industry cost estimating and take-off software and resources
- Ability to obtain a DoD Secret level security clearance
- Professional Cost Estimator Certification preferred, not required
- Experience with cost-estimating federal DoD facilities
- Experience using Microsoft Project and/or Primavera to develop and review cost-load schedules and generate cash flow/cost forecasting curves therefrom
- Experience using RSMeans cost estimating resources (Cost Books) and software (CostWorks) to review and generate independent cost estimates
- Experience using cost estimating services such as RIB U.S. Cost to obtain third-party, independent cost estimates
$70,000 - $100,000 a year
