Who We Need


Sabel Systems requires a Logistics Program Manager to provide program management support to a headquarters-level Department of Defense agency. The position requires a strong foundation in transportation and logistics management, knowledge of DoD logistics policies, and experience in Project Management, as well as process improvement. The successful candidate possesses knowledge of the Defense Transportation Regulations, understands Service-level strategic goals and challenges, and has in-depth knowledge of Marine Corps logistics policy. Desired skills include excellent written and verbal communication, problem solving, analytical thinking, inter-service coordination, and time management. Candidate will be required to participate in the planning, management, and reporting of high-visibility Service-level End-to-End (E2E) projects. The position will be located in the Washington D.C. metro area with some travel required.

  • On-site Program Manager (PM) must provide program management support on a daily basis for the LPD Branch leadership in order to discuss topics as they are identified and proactively initiate planning for and execution of contract responsibilities.
  • This position requires the PM on site three days per week, with two days/week teleworking.
  • Assist Government leads in developing, maintaining and promulgating U.S.M.C. logistics policy.
  • Provide a Weekly Activity Report (WAR) that is a narrative description of actions accomplished and future plans due every Friday by close of business.
  • Create and submit a Monthly Status Report (MSR), provide updates and status (from the contractor's perspective) on program costs, project schedules, and any associated risk.
  • Present a formal quarterly Program Management Review (PMR) quantifying task execution highlights, future plans, and issues to an audience of LPD Branch representatives for discussion.
  • Draft project Plan Of Action & Milestones (POA&M) and support in-person briefings to Marine Corps leadership for various projects and the program.
  • Schedule, plan, and facilitate program reviews and working groups.
  • Lead CPI efforts to improve and streamline Marine Corps logistics processes, as well as timely delivery and accuracy of deliverables.
  • Assist project leads with research, writing, and formatting reports.
  • Provide program updates to Marine Corps leadership.
  • Ensure program milestones are met.
  • Develop briefings, white papers, and other documentation regarding the program.
  • Coordinate with relevant organizations to develop and execute Service communication plans.
  • Implement a quality control program through a program of peer reviews to verify conformance to the contract requirements, and ensure work is accomplished with adequate internal control, which eliminates conflicts, errors, and ensures technical accuracy of deliverables in accordance with the Quality Assurance Surveillance Plan (QASP).
  • Assist in the allocation resources to meet the needs of the LPD Branch and proactively work to reallocate or add resources to meet changing and/or emerging priorities.
  • Assist Sabel and/or Government lead in overall program management activities, as requested.
  • Assist Sabel by leading Navy and Marine Corps business development products and processes.
  • Other duties as assigned.

Your Qualifications


Required


  • Active Secret Security Clearance.
  • 8+ years (combined) of managing and directing DoD projects and programs related to logistics initiatives and/or technology development/integration.
  • Bachelor's Degree in Computer Science, Information Systems, Engineering, Business or related scientific or technical discipline, Master's degree or higher a plus.
  • Excellent oral and written communication.
  • Ability to analyze and solve complex problems.
  • Proven ability to lead diverse teams in a dynamic Military Service environment.
  • Ability to demonstrate an understanding of logistics distribution and transportation initiatives is preferred.
  • Knowledge of Continuous Process Improvement (CPI) techniques and methodologies.
  • The ability to lead new business development efforts.
