Position Summary
The Director of Portfolio Analysis works to support the Executive Director of Portfolio Innovation by supporting innovative long-term portfolio strategies to meet the needs of the New Orleans school system that effectively leverage district, state, and national data and information to drive policy and practices to ensure the stability and long-term success of New Orleans schools. The position will support the portfolio management processes serving as a core member of the district’s Portfolio Innovation and Accountability division with the responsibility of overseeing data gathering, analysis and reporting to support portfolio planning, school quality profiles, and research and reporting requests relative to the NOLA-PS portfolio of schools.
This individual will be collaborative while possessing strong attention to detail and a deep commitment to the mission and guiding principles of OPSB. Such a candidate will be able to thrive in a dynamic fast-paced environment.
Essential Duties and Responsibilities
- Supports the execution of innovative, strategic, district-wide, data-driven projects via research and analysis.
- Collaborates on a comprehensive citywide portfolio data analysis to identify portfolio trends;
- Gathers data from across district and state teams and compiles annual School Quality Profiles so that stakeholders can see how all schools within the NOLA-PS system of schools are performing on numerous metrics that are not included in School Performance Scores issued by the LDE;
- Conducts in-depth analyses of the district’s schools, particularly in relation to charter schools facing renewal;
- Utilizes portfolio management tools and data to predict the impact of district portfolio decisions on NOLA-PS Evolve goals and key performance indicators relative to the district’s portfolio;
- Utilizes portfolio management tools and data to predict the impact of portfolio decisions on foundational and supporting metrics of our portfolio plan across the entire portfolio and across individual regions of the parish;
- Performs other duties as required.
Educational Background
- Bachelor’s degree required, with preference for a major in data science or analytics, information technology, statistics, public policy, public or educational administration, or related field.
- A minimum of 7 years of related experience required.
Preferred Skills and Management Experience
- Experience combining public data files to create longitudinal data sets;
- Experience transforming data sets between long and wide formats;
- Advanced proficiency in Excel including Power Query and experience using INDEX/MATCH or XLOOKUP functions;
- Able to perform inner and outer joins using one or more keys;
- Demonstrated proficiency in R and/or Python;
- Familiar with Git and GitHub or similar repository;
- Proficient in SQL and/or SOQL;
- Modeling experience including multivariate regression analysis;
- Excellent understanding of how and why all schools must work to serve all students;
- Excellent data analysis and problem-solving skills;
- Excellent organizational, planning, and multitasking skills;
- Strong attention to detail and accuracy;
- Strong ability to create various and appropriate data displays that are accessible to various stakeholders;
- Understanding of charter schools, the education landscape in New Orleans, and applicable policy;
- Ability to work cooperatively and courteously with others in a professional manner;
- Experience with Salesforce and PowerSchool or other student information systems;
- Ability to use advanced office procedures and equipment. Expertise in the use of personal computers, literacy in the following software packages: Windows, AdobePro, and Microsoft Office Programs with proficiency in Outlook, Excel, PowerPoint, Word, and PowerBI;
- Ability to use good judgment and strong decision-making skills;
- Ability to complete projects successfully without errors;
