Special Project: Bayside Treatment Facilities Projects

The Project Manager III (PM III) is responsible for the implementation of multiple Bayside Treatment Facility projects at Southeast Plant (SEP), North Point Facilities (NPF), and Treasure Island (TI) for the Wastewater Enterprise of the San Francisco Public Utilities Commission (SFPUC). These projects are part of SFPUC’s Wastewater Enterprise Capital Improvement Program (WWCIP). The projects are prioritized based upon regulatory compliance, condition assessments, health and safety, operational reliability, and enterprise endorsed Level of Service goals. These projects seek to extend or replace the useful life of treatment and disposal facility assets by helping to maintain their treatment capacity and performance and enable WWE to maintain regulatory compliance with Regional Water Quality Control Board (RWQCB), National Pollutant Discharge Elimination System (NPDES) permits and Bay Area Air Quality Management District (BAAQMD) requirements.

Under the general direction of the Principal Project Manager (PM IV), the PM III will oversee these projects and will direct staff for individual projects, including junior level project managers, project team members, and support personnel responsible for the various program/project elements. Staff includes representatives from other City departments and within SFPUC organization: City Planning, Finance Division, Environmental Management Group, Engineering Management Bureau, Construction Management Bureau, Communications, Wastewater Engineering, Wastewater Operations, San Francisco Public Works, San Francisco Port, Municipal Transportation Agency, and outside agencies and consultants.

Within the Infrastructure Division management team structure, the PM III has: 1) responsibility for the successful completion of the projects in their program area; 2) authority to fulfill that responsibility; and 3) an obligation to maintain accountability for the overall management of the project(s). The PM III represents the SFPUC in his or her interactions with stakeholders, with the intention of serving the best interests of the rate payers.

The Project Manager III will perform other related duties as assigned.

Qualifications:

Minimum Qualifications:

These minimum qualifications establish the education, training, experience, special skills, and/or license(s) which are required for employment in the classification.

  1. Possession of a Bachelor's Degree in architecture, engineering, planning, or landscape architecture; and eight (8) years of responsible architectural, engineering or construction management experience, OR
  2. Bachelor's Degree in another field and ten (10) years of responsible experience in a field directly related to the project, OR
  3. Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  4. Valid California registration as professional engineer or architect and four (4) years of project coordination experience for major architectural, engineering or construction projects, AND
  5. Possession of a valid driver's license.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
