INTRODUCTION
The Director of Campus Services reports directly to the Vice President for Administration (VPA) and provides overall leadership in overseeing the day-to-day activities of the following Campus Services Units: Auxiliary Enterprises, Campus Security & Emergency Management, and Commercial Enterprises. This includes but is not limited to personnel management, performance management, budget management and process optimization to ensure quality services are consistently delivered in an efficient fashion.

Concurrent with these responsibilities, the Director exercises independent judgment and authority in setting policies and formulating strategies, goals and objectives that ensure services meet the needs of the institution and align with the overall strategic goals and objectives of UH Manoa.

DUTIES AND RESPONSIBILITIES

  • Directs through subordinate professional administrators the provision of UHM Auxiliary Enterprises (Mail Services, Faculty Housing & Food Services, Parking & Transportation, and the Bookstore System), Commercial Enterprises (H-Zone), and Campus Security & Emergency Management.
  • Ensures all designated units conform with State laws, University's rules and regulations and relevant policies and procedures.
  • Coordinates directly with appropriate administrative offices to develop and manage budgets and forecasts for each unit within the department.
  • Ensures all revolving and special fund operations are self-supporting and self-sustaining, and appropriate funding levels are established and maintained for general funded programs.
  • Establishes, monitors and refines key performance indicators related to financial and operational performance.
  • Leads subordinate professional administrators in the development and implementation of policies and procedures to enhance operational efficiency, service quality, and overall customer satisfaction across all designated units.
  • Develops training programs to ensure high standards of service delivery and operational excellence across all departments; assists subordinate professionals with the development of specialized, supplemental training as needed.
  • Encourages innovation and conducts regular reviews to identify and implement process improvements.
  • Serves as the primary point of contact for internal and external stakeholders that interface with, or require support from, Campus Service units.
  • Facilitates the resolution of conflicts between departments, teams, or individuals by mediating discussions and offering constructive solutions.
  • Conducts strategic planning exercises to build consensus on the long-term direction of individual units and ensure resources are in continual alignment with departmental and organizational objectives. This includes soliciting feedback through surveys and other tools to measure and improve customer satisfaction.
  • Assesses staffing levels and develops strategies to accommodate increased demand for services during peak periods.
  • Evaluates operational and project-based resource needs to ensure day-to-day operations and long-term improvements can be concurrently advanced; articulates the business case for additional resources as necessary.
  • Develops contingency plans to mitigate the risk and impact of service disruption.
  • Prepares and presents reports on operational performance, strategic initiatives, and continuous improvement efforts to senior leadership.
  • Provides support and assistance to the Vice President for Administration.
  • Performs other duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS

  • Bachelor’s degree in Business Administration, Public Administration, or related field, or equivalent work experience.
  • Seven (7) years of progressively responsible supervisory experience of operational units in the field, with a demonstrated ability to command and control situations on the ground and an ability to exercise judgment and discretion under extreme and/or exigent circumstances.
  • Demonstrated effective and positive interpersonal, organizational and communication skills including building and fostering effective working relationships within a complex organization.
  • Demonstrated ability to interact effectively with multiple internal and external constituencies.
  • Knowledge of management and administration practices and procedures associated with operations at a college or university.
  • Ability to supervise the work of subordinates.

DESIRABLE QUALIFICATIONS

  • Master’s Degree in Accounting, Business Administration, or public administration.
  • Experience addressing labor and employment issues associated with operational performance, including working directly with unions.
  • Knowledge of innovative business and management strategies and practices as it relates to campus security and emergency management, commercial enterprises, and auxiliary management.
