IDIQ Manager, Promoting Good Governance 

Democracy International (DI) is seeking to hire an IDIQ Manager for the anticipated Promoting Good Governance Indefinite Delivery Indefinite Quantity (IDIQ) funded by USAID. This activity will aim to enhance good governance by strengthening institutions to provide efficient, inclusive, and citizen-responsive services that are transparent and accountable. This role will be based at the DI office in Bethesda, MD We will only consider applicants who are based in the Washington, DC area.

The IDIQ Manager will provide technical guidance and support business development needs under the IDIQ and will report to DI’s Director of Global and Rapid Response Programs. The IDIQ Manager will be responsible for developing a strong vision and implementation of the IDIQ with an evidence-based approach and delivering on all objectives of the IDIQ. They will be responsible for the overall and day-to-day management of contract performance of the Task Orders. They will also provide mentorship and training, as needed, for all staff. The successful candidate must have significant international program management experience. They will serve as the primary point of contact between USAID and DI.

The position's responsibilities will include:

  • Provide overall technical, strategic, and administrative leadership and expertise on all IDIQ activities, including matters of budget, compliance, and reporting;
  • Responsible for coordination across Task Orders including training, mentoring, and leading Task Order staff;
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of USAID and with internal reporting requirements;
  • Serve as the primary liaison with USAID;
  • Ensure compliance with USAID, U.S. government, and local laws, regulations, policies, and procedures for all Task Orders;
  • Rapid recruitment and hiring of staff and short-term technical assistance for start-up of new Task Orders;
  • Represent DI externally at meetings, workshops, and other events; and,
  • Supervise the work of all organizations and individuals engaged under the task orders.
Business Development
  • Serve as a technical lead for relevant proposals;
  • Market and outreach to key clients, partners, and stakeholders across related work;
  • Manage relationships with USAID, local partners and government, civil society representatives and international donor representatives.
Secondary Job Duties:
  • Contribute to ongoing Democracy International business development efforts around the world.
Qualifications:
  • Master’s degree or higher in international development, political science, or other relevant field;
  • Minimum of 10 years of experience in project support and oversight, including managing programs in transitional or developing environments, managing teams, grant-making, and budget oversight;
  • Experience and technical expertise working in an international development context on public administration reform, public financial management, decentralization, local governance, legislative strengthening, anti-corruption, and other public sector reform areas;
  • Minimum of 5 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
  • Strong demonstrated skills in planning, MEL and programming adaptation, inclusion, and budgeting;
  • Familiarity with, understanding of, and ability to successfully navigate USAID programming;
  • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, including government officials, education professionals, community and civil society leaders, and international funders;
  • Positive track record of leading and writing USAID and other donor-funded proposals;
  • Prior Chief of Party and/or field-based technical and management experience with USAID preferred;
  • Professional fluency in English (both spoken and written) required.
Reporting:
  • This position reports to the Director of Global and Rapid Response Programs.

  • Travel will require moderate lifting, sitting for extended periods of time, overnight flights across multiple time zones;
  • Regular, predictable attendance is required; as business demands dictate.
