Position Summary:
The Chief Financial Officer (CFO) position is responsible for managing the Kansas State Board of Indigents' Defense Services (SBIDS) financial operations and performance and reports to the Executive Director of the agency. This position will oversee the accounting department within the agency, maintain the financial and accounting records of SBIDS, foster effective stewardship of agency funds, and safeguards fiscal integrity through effective internal controls to ensure that the records comply with applicable accounting standards. The CFO will effectively collaborate with and advise the agency's Executive Director on the strategic planning and management of agency funds, including the prioritization of requirements to receive the maximum benefit of resources. The Chief Financial Officer serves as a member of the Senior Leadership Team and as a member of the Senior Leadership Team, the CFO is expected to partner with other departments to maintain and continuously improve relationships within the agency.

Job Responsibilities may include but are not limited to the following:
- Effectively collaborate with and advise the agency's Executive Director on the strategic planning and management of agency funds, including the prioritization of requirements to receive the maximum benefit of resources. Collaborate with the Executive Director, and other members of the senior leadership team to develop, implement, and maintain effective policies and procedures for agency wide accounting processes and ensure the processes are in accordance with all agency and state policies and applicable state and federal laws.
- Provide oversight and accountability of the accounting department by providing a framework that supports SBIDS strategic objectives.
- Supervise the performance of the members of the accounting team.
- Oversee the day-to-day finance and accounting operations including general ledger, accounts payable, accounts receivable, tracking agency assets, monthly reconciliation, and year-end close.
- Review, manage, and establish internal systems (as needed), controls, processes, and procedures to ensure the integrity, accuracy, compliance, and usefulness of financial information and reporting. Negotiate and maintain agency office leases in coordination with the Kansas Department of Administration.
- Assess agency accounting workforce needs and develop strategies and plans for meeting those needs.
- Ensure timely and accurate development of budgets and financial reports that will assist the Executive Director in making informed program strategy and resource allocation planning decisions.
- Performs other duties as assigned by the Executive Director.
Education
- Bachelor's degree in finance, accounting, or another related field
- Education may be substituted for experience as determined by the agency
- Must have a valid driver's license
- Five or more years of progressive experience in accounting management and experience in planning, directing, organizing, managing or administering accounting functions.
- Excellent communication skills both verbal and written
- Excellent interpersonal skills
- Ability to work independently and collaboratively while exercising good judgement
- Ability to confidentially manage accounting related information with demonstrated ethical and professional conduct at all times.
- Excellent problem solving, analytical skills, and effective negotiating and contract management skills
- Ability to be self-directed, take ownership, and see projects to completion
- Strong project management and organization skills with a record of developing strengthening systems and processes.
