Job Summary
The Vice President of Human Resources is responsible for the overall oversight of the Human Resources department and for strategic vision for Whitman-Walker's human resources portfolio. As a member of the Senior Leadership Team, the Vice President of Human Resources is a leader charged with creating and supporting a collaborative, and affirming workplace where patients, community members and employees are able to contribute at their highest value to our organizational vision. Equity and Belonging are major areas of focus for Whitman-Walker, and are the responsibility of all of Leadership, with the VP of HR playing a critical role. The Vice President will set, enforce, and evaluate legally compliant human resources policies, procedures, and best practices. They will work closely with Senior Leadership to design, operate and oversee a talent management strategy focused on excellence, integrity and equity as Whitman-Walker strives to be a best-in-class employer and in alignment with
WW's missions and values. The Vice President of HR will oversee benefits administration and labor relations, including the negotiation of related contracts and working with legal counsel to ensure compliance.
They will work closely with various leads to ensure compliance with Board approved policies and procedures. They will also develop trusted relationships with all employees to support an open relationship with the Human Resources department. This role must be a strategic and transformational leader that has the ability to function at a high-level in a rapidly changing industry.
Primary Essential Duties
Responsible for the development, oversight and adherence to the Human Resources budget. Acts as strategic partner with CFO on personnel related resource allocations and decisions.
Management Responsibilities
Supervises the Director of Human Resources, Benefits Manager, and Senior HR Generalists. Will supervise all HR positions in the organization.

Primary Essential Duties
- Key member of Senior Leadership Team at Whitman-Walker and serves as senior advisor to CEO, WWH and CEO, WWHS as oversight over all HR functions across WW's entities.
- Provides education and guidance to managers and executives on employment-related matters and decisions.
- Oversees the entire Talent Management Strategy for Whitman-Walker from job identification and job description development, through hiring and retention strategies, through supporting employees who are ready to exit.
- Oversees an active HR focus on Equity and Belonging work, including compliance focused items such as reporting on and measuring the affirmative action plan and related Equal Employment Opportunity laws and regulations.
- Partners with Senior Leadership to advance and foster equity and belonging, including the creation of strategic goals with data-driven metrics to enhance internal and external accountability. Collaborates with leadership across the organization to implement programs to support organizational goals.
- Oversees and implements Whitman-Walker's Compensation policies and programs, providing recommendations for change to Executive Leadership and the Boards of Directors, as necessary.
- Oversees and implements comprehensive employee benefits, providing employees with access to company-sponsored health insurance, retirement plan, employee assistance and other benefits. Ensures that education opportunities that relate to benefits, including open enrollment, are provided to employees. Ensures compliance with all benefit related annual filings as required by law.
- Responsible for developing and maintaining current personnel policies, disseminating these through an Employee Handbook and other documents, and providing training to all employees.
- Serves as primary contact for the Union and its representatives, including regular meetings and relationship building; responding to requests for information; investigating and resolving concerns and grievances and providing strategic advice and guidance for collective bargaining.
- Develops and implements training and employee education programs to ensure compliance with local and federal standards regarding sexual harassment and discrimination.
- Develops and implements other employee and management training, which relates to Human Resources. There will be specific emphasis on Manager expectations and trainings.
- Conducts confidential, sensitive investigations when breaches of company policy and/or local or federal law occur, ensuring efficient, ethical resolution of all violations. Keeps relevant contacts informed of all such investigations in accordance with policy.
- Ensures that all employee personnel files are complete and compliant with laws and regulations and implements ongoing audit and improvement processes to demonstrate such. This includes collaborative auditing with Payroll personnel to ensure accuracy across all systems.
- Performs and behaves in accordance with Whitman-Walker's mission, cultural norms and core values of dignity, respect, affirmation and humility.
- Maintains a respectful, non-judgmental, and compassionate manner with patients/clients/staff.
- Demonstrates excellent customer service by identifying and exceeding customer requirements.
- Adheres to Whitman-Walker policies and procedures, with special attention given to HIPAA requirements.
- Maintains data integrity through the conscientious use of relevant tools and employing a system of checks and balances.
- Demonstrates organizational skills necessary to multi-task meet deadlines and re-prioritize as needed.
- Participates in organizational quality and performance improvement activities.

- Periodically visits all sites, departments and programs, building strong relationships across Whitman-Walker.
- Ensures training on and compliance with the Collective Bargaining Agreement.
- Provides situation appropriate assistance to managers with performance improvement processes, including developing ongoing process improvement and enhancements to these processes.
- Ensures responses to requests for information regarding unemployment insurance, including attendance at any relevant hearings.
- Recommends specific trainings, organizational structure, leadership design work and other to Executive Leadership for approval and implementation.
- Supports all managers through ongoing training and education, including support in developing department policies, performance and behavior standards, methods of tracking standards, and methods to determine if performance improvement opportunities are present.
- Maximizes the employee's experience of Employee Onboarding and Orientation through ongoing design and evaluation of all employee orientation.
- Measures employee satisfaction/engagement periodically and makes recommendations to Senior Leadership for action.
- Develop change management tools and strategies to assist organization in the evolution of business decisions and cultural change

Knowledge, Skills, and Talents Required
- Demonstrated knowledge of Human Resources practices, policies and procedures, including those pertaining to recruitment, compensation, ethics, labor relations, affirmative action, payroll processing and benefits administration, with specific knowledge of the current laws and regulations governing these areas.
- General knowledge of healthcare industry and/or organizations.
- Proven ability to implement compensation, performance evaluation, recruiting, affirmative action and benefits administration systems as necessary.
- Well-developed oral and written communication skills, including the ability to forge relationships with outside organizations, healthcare facilities, vendors and business leaders.
- Ability to provide HR leadership across the organization to managers and employees as well as guidance to executives in support of the organization's mission.
- Ability to conduct confidential, sensitive investigations on violations of company policy and/or local and federal law as necessary.
- Superior written and oral communication skills with strong ability to message across a wide range of internal and external audiences
- Ability to maintain employee records and information in a confidential manner.
- Sensitivity to all areas of diversity, including HIV status, race, ethnicity, ability, age, sexual orientation and gender identity.
- Bachelor's degree in Human Resources, related field or equivalent work experience required.
- PHR or SPHR certification in Human Resources preferred.
- 10+years of experience working in human resources required.
- 5or more years of experience managing human resources personnel required.
- 2 or more years of experience in a healthcare setting preferred.
- Track record of demonstrating large-scale and complex organizational shifts in the HR practice area. Experience working with an ethnically, culturally and racially diverse work staff preferred; ability to work harmoniously with diverse groups of individuals required.
