Responsibilities Include:
- Serve a large-scale Military service organization, including an executive sponsor, senior executive leadership, program managers, and client stakeholders.
- Report as part of a consultant team under the Project Manager, supporting the U.S. Coast Guard’s Talent Management Transformation Program Integration Office (TMX-PIO) with a focus on HRIT implementations.
- Implement program and project management practices, processes, and procedures tailored to HRIT initiatives.
- Report on HRIT project activities, risks, issues, scope, and progress to executive management, ensuring alignment with business and mission-focused objectives.
- Define and sequence projects that incrementally deliver HRIT capabilities while managing overall implementation risk.
- Analyze funding and sequencing of HRIT systems and tools throughout the lifecycle from planning through sustainment.
- Develop and implement summary project report structures and HRIT-specific project success metrics.
- Manage HRIT projects through all required governance processes and boards, ensuring all required deliverables are completed for each process.
- Provide consultation in implementing best practices for troubled HRIT projects/programs, including root cause analysis, corrective actions, risk planning, and prevention mechanisms.
Requirements
- Bachelor’s Degree (BS/BA) in a relevant field (Human Resources-Information Technology (HRIT), Business Management, English, etc.).
- 7+ years (or 5+ years and a master’s degree) of relevant experience delivering HRIT transformation projects, with experience supporting the day-to-day requirements within the government/military sector, including supervising an Agile/Scrum project team.
- Industry-standard project management certifications: CompTIA IT Fundamentals (ITF+), CompTIA A+, ITIL Foundation (IT Infrastructure Library), Project Management Professional (PMP), SAFe 6 Scrum Master (SSM), PMI-Agile Certified Practitioner (ACP), and/or Certified Scrum Master (CSM).
- Experience working across multiple stakeholder groups to achieve HRIT goals and objectives, delivering high-quality results, and iterative product requirements.
- Advanced experience with business applications: MS Project, Excel, PowerPoint, Word, SharePoint, and PowerBI.
- Direct client engagement within a complex, highly technical government HRIT organization with multiple client leads/stakeholders, operating against multiple strategic business objectives in a SAFe development value stream.
- Strong communication and presentation skills, including technical.
- Experience with HRIT-specific tools like PeopleSoft and Coast Guard Business Intelligence.
- Experience with Talent Management and/or Human Resources (HR) transformation projects.
- Fundamental understanding of the Coast Guard budgeting and resource proposal processes.
