Description: Rock-Walworth Comprehensive Family Services, Inc. (RWCFS) is a 501(c)(3) non-profit serving Rock and Walworth County communities in southern Wisconsin. Our mission is "In partnership with parents, and collaborating with stakeholders, RWCFS will support children’s readiness for school and life success, by developing independence and self-sufficiency, strengthening families and promoting social justice."

ESSENTIAL DUTIES & RESPONSIBILITIES:

VISION AND MISSION

Articulate, communicate, and pursue to the best of her/his ability the shared vision for the future of Rock-Walworth Comprehensive Family Services, Inc. and its programs. Communicate with and provide support to the Board of Directors, the Head Start Policy Council, the community, employees, and partners – verbally and in action – in fulfilling the mission and goals of the Agency.

PLANNING AND ADMINISTRATION

Provide strategic leadership for the Agency, working with the Board of Directors, Head Start Policy Council, community and management staff to develop and establish long-range goals, strategies, forecasts, operating plans and policies. Coordinate, support, and approve grant writing and resource development activities of the Agency and its programs. Ensure that the systems of the Agency are capable to support program, operational, and customer/family needs; and that they are compatible with standards and best practices in the industry. Monitor, maintain and achieve compliance with applicable local, state, federal and private funding source contracts and regulations.

FISCAL ACCOUNTABILITY

Oversee the development, communication, and implementation of the annual budget. Present major expenditures to the Board for approval. Provide for proper fiscal recordkeeping and reporting. Ensure that monthly financial reports are prepared and presented to the Board of Directors, Policy Council and appropriate employees. Review, with the Finance Director, areas that require in-depth analysis and evaluation. Ensure preparation, review by Board of Directors and Policy Council, and submission of grant application and funding proposals. Present all Agency contracts, leases and agreements to the Board for approval.

HUMAN RESOURCES

Work to develop and maintain positive communication and collaboration with key employees, discussing expectations concerning performance, development opportunities, teamwork, accountability, and conflict resolution. Administer Board and Policy Council approved personnel policies. Ensure that Head Start and Agency specific orientation and job readiness processes are in place. Oversee all disciplinary actions according to approved personnel policies. Ensure that adequate supervision and evaluation of employees exists. Ensure that employee professional development plans are in place and implemented by their Supervisors.

BOARD DEVELOPMENT AND ENGAGEMENT

Assist in recruiting, orienting and developing qualified Board members. Assist in developing Board meeting agendas, assuring that Board members receive necessary and appropriate information regarding issues facing the Agency, including changing business conditions, emerging risk factors, and recommended policy changes. Assure the presentation of financial and Head Start required reports, progress in achieving goals, status of resource development and in-kind efforts, and updates on other key projects and objectives. Work with the Board to develop new resources in the community. Attend all Board meetings.

COMMUNICATION AND COMMUNITY ENGAGEMENT

Represent the Agency as chief spokesperson and contact with funding sources. Represent the Agency as chief spokesperson in the community. Ensure an effective communication system with staff and customers/families exists. In coordination with the management team and/or the Board, provide information to the media, external organizations, etc. Work to develop and maintain positive communication and collaboration with key organizations and groups in the community, and serve on relevant community boards and committees, in coordination with the Agency’s Board of Directors.

ASSURANCE OF QUALITY

Responsible for both internal and external operations, control and monitoring procedures, and completion of annual Agency self-assessment to assure compliance and quality services of the Agency.

REPORTING

Prepare and submit reports as required by the Agency’s governing bodies, community, funding sources and external agencies.

RESOURCE DEVELOPMENT

Identify and work toward development of relationships with other programs, agencies, and funders that have potential for contributing to the mission and vision of the Agency. Identify and work toward securing relevant grants and other funding opportunities to help support and grow the Agency and its programs.

SUPERVISORY RESPONSIBILITIES

Supervise the Program Design Director, Finance Director, EHS Child Development Manager, HS Child Development Manager, Family Services Manager, Health and Nutrition Manager in accordance with program policies and applicable laws. Monitor performance, conduct regular performance evaluations and provide opportunities for professional development. Provide support and opportunities for reflection for supervisees.

OPERATIONS RESPONSIBILITIES

Process and submit assigned operations paperwork, e.g., time sheets, Registry request forms, etc. Attend Management and Operations meetings as needed and appropriate. Participate in night and weekend activities pertinent to job duties. Support culture of safety. Support recruitment of program participants. Follow program procedure to report any known or suspected child abuse/neglect. Follow all conduct and safety policies and procedures to ensure the children’s safety at all times including ensuring children are within sight and sound of RWCFS staff at all times.

Rock Walworth CFS offers a generous benefit package to regular employees that work 30 hours or more per week. The benefit package includes the option to enroll in health insurance (85% employer paid premium for single coverage and 80% employer paid premium for family coverage), dental insurance (85% employer paid premium for single coverage and 80% employer paid premium for family coverage), and vision insurance. Rock Walworth CFS has a 401 K contribution to all employees after 1 year of employment and they have worked 1,000 hours. Requirements:

Minimum Qualifications:

  • Bachelor’s degree in early education, public/nonprofit administration, social services or a related field
  • 10 or more years of applicable experience in education, social services, or community services
  • 5 or more years in the management and supervision of an agency, large program, or unit of government
  • 3 or more years of planning, budgeting and financial management experience
  • Experience working with diverse populations
  • Meet Wisconsin childcare licensing requirements
  • Desired certifications in preschool, family services, infant/toddler, and/or infant mental health
  • Must have or be able to obtain CPR and First Aid certificates.

Preferred Qualifications:

  • Master’s degree in early education, public/nonprofit administration, social services or a related field.
  • Preferred ability to speak Spanish and display cultural competency.
  • Ability to operate a variety of office machines, such as computer, keyboard, copier, FAX machine, computer printer, etc.
  • Experience with public speaking.

Salary is commensurate with qualifications.

This position has a one-year probationary period.
