Our Tallahassee office is seeking a Program and Project Manager for comprehensive grant management consulting. This individual will be working with various federal and state programs specifically CDBG, CDBG-MIT and CDBG-DR. This position will require some in office work, it is

anticipated that a “hybrid” work structure is likely.

The CRI-RD works with State and local government agencies to design and implement policies and programs to promote increased resiliency for things such as natural disasters, long-term housing, economic and infrastructure recovery after disaster strikes and more recently the economic stimulus related to the Covid-19 epidemic. Our functional expertise is in program and financial management, planning, technical assistance, training, strategic communications, outreach, compliance, monitoring, and performance measurement and evaluation. Clients include states and localities administering HUD, FEMA and Federal Treasury and State funded disaster recovery, mitigation and other resiliency programs. All our work is done in a professional, collegial, and intellectual environment that allows individuals to pursue their passions and generate results.

The position provides oversight of contracts and serves as the primary point of contact with the client personnel. The position supervises all staff to ensure that all deliverables and deadlines are met, provides oversight of all program activities including program system development and internal system development to effectively manage. The Program/Project Manager will provide guidance and supervise other subject matter experts (SME’s), project associates and at times other project managers in a Program Management roll.

Essential Functions:

  • Reports directly to the partner in-charge of the CRI-GCG in Tallahassee
  • Assist the Partner in Charge with contract management and client relations
  • Provide / Support the CRI-RD with daily operations to ensure that all client deliverables, deadlines, and expectations are met.
  • Track and provide updates to the Partner in Charge and prepares reports related to program management activities.
  • Provide guidance and subject matter expertise on federal regulations related to the administration of the various programs, including recommendations for process improvement.
  • Be able to work both in a team environment and independently, have strong organization skills, be comfortable interacting with clients, have a flexible style, and be able to adapt quickly to changing priorities.
  • Provide leadership to the team and to clients to monitor project execution to ensure compliance with all laws, regulation, and policies pertaining to federal programs.

Qualifications:

  • A four (4) year Bachelor’s degree from an accredited university; relevant advanced degrees and/or certifications such as Master’s degree in a business or technical discipline are preferred.
  • Five (5) or more years of professional level experience managing major programs, projects, or business units, and requiring a complex network of functional area coordination. (Specific to Program Manager Roll)
  • Five (5) years of experience working with one or more major federal programs such as CDBG-DR, CDBG-MIT, FEMA-PA, HUD programs amongst others at the federal, state, or local level and/or private sector.
  • A working knowledge of regulatory and statutory compliance requirements for federal programs, including a comprehensive understanding of Title 2 of the Code of Federal Regulations (CFR) Section 200, and post-obligation grant management activities and compliance requirements.
  • Comprehensive knowledge of state level grant program administration.
  • Direct experience in the fields of disaster recovery, housing, community development, economic development, or related fields.
  • Project Management Professional (PMP) is a plus, but not required.
