The HR Liaison, in collaboration with HR Shared Services serves as the primary contact for employees, managers and supervisors on HR matters, including but not limited to, recruitment and onboarding activities, leaves, timekeeping and general policy and procedure questions. This includes the responsibility for developing and conducting trainings for new employees and supervisors on UCSF HR systems, HR compliance issues, and other pertinent topics for new employees.
Uses skills as a seasoned and experienced administrative operations professional to manage, plan and administer the HR operations for the California Public Health Corps (CA-PHC). These skills include, but are not limited to, strong communication skills and good judgment in selecting methods and techniques for obtaining solutions for short and long term planning, developing, implementing, administering, and coordinating departmental HR policies and procedures. The incumbent is also primarily responsible for implementing actions utilizing University specific programs such as PeopleConnect, UCPath and PE Portal.
This position will report to a higher level Administrative Operations professional (HR Operations Manager)..
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $80,000-95,000 (Annual Rate).

The California Department of Public Health's (CDPH) California Pathways into Public Health (Pathways) Fellowship Program operates in partnership with the University of California, San Francisco (UCSF) and University of California, Los Angeles (UCLA). The Pathways Fellowship is an innovative paid training program for people interested in starting a career in public health by working at a local health department in California. The Pathways mission is to increase the workforce capacity of local health departments across California by providing training, support, and work experience for people from historically underrepresented and diverse backgrounds.
Required Qualifications
- Bachelor's degree in related area and 3+ years of related experience; and/or equivalent combination of experience /training
- Thorough knowledge of human resources policies and procedures for staff employees
- Knowledge of a variety of administrative operations activities such as timesheet management, computer software programs (such as Microsoft Office- Word, Excel, PowerPoint, etc)
- Interpersonal communication skills to include verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills
- Strong skills in, analysis and problem-solving and customer service
- Demonstrated ability to maintain confidentiality
- Demonstrated knowledge and understanding of human resources in a variety of environments, including but not limited to, academia, research and/or health sciences
Preferred Qualifications
- Thorough knowledge of University rules and regulations, processes, protocols and procedures for budget, account and fund management, personnel management
- Knowledge of common University-specific computer application programs
- Demonstrated ability to maintain confidentiality
- Demonstrated knowledge and understanding of human resources in a variety of environments, including but not limited to, academia, research and/or health sciences
