JOB SUMMARY:

The Information Technology (IT) Director reports to and partners with the Executive Director, to provide a high level of planning and coordinating of all IT services of KCAO. The IT Director is responsible for developing and implementing IT policies and guidelines, while also being an active participant in the organization's overall strategy. This role is crucial in advancing the agency's strategic goals and initiatives in the area of Information Technology. This position ensures all IT operations comply with any required terms and conditions, including best practices for maintaining a safe and secure infrastructure by managing staff and resources, and implementing new technological solutions to maintain and improve functionality, efficiency and security.


DUTIES AND RESPONSIBILITIES:

  • Develop, maintain and implement IT policies and administrative guidelines.
  • Design and execute a strategic IT roadmap aligned with agency objectives.
  • Manage IT staff, including personnel selection, evaluation, training and disciplinary practices of the department.
  • Oversee all technology operations, including network management.
  • Ensure the security of data, network access, and back-up systems.
  • Oversee the accessibility and preservation of the agency's website, intranet, social media platforms, including security procedures for staff access and password retention.
  • Designs, implements, and monitors data security systems to protect the integrity, confidentiality and availability of information.
  • Conducts security audits and prepares written reports of findings and recommendations.
  • Ensure the safety and security of equipment, including developing a system for checking in/out equipment, including mobile devices, laptops, and tablets.
  • Manage projects related to the implementation of new systems and technologies.
  • Develop and maintain disaster recovery and business continuity plans, including developing and implementing ongoing incident reporting and response system to address security concerns.
  • Ensure IT systems comply with industry and legal standards.
  • Oversee the annual IT budget and ensure cost-effectiveness.
  • Ensure the agency's adherence to the Schools and Libraries (E-Rate) program requirements.
  • Manage the application process, documentation, and reporting to secure E-Rate funding.
  • Oversee the procurement, set up, distribution, and maintenance of the agency's cellphone equipment, hot spots, mobile devices, and the like.
  • Develop and conduct training programs for staff on the use of IT equipment and software.
  • Provide ongoing support and resources to enhance staff proficiency and productivity.
  • Lead the procurement process and oversee purchases and/or leases for copiers, computers, telephone equipment, and other IT-related purchases as needed.
  • Configure, deploy and support new hardware and software to meet the agency's operational needs.
  • Ensure all IT equipment is up-to-date and function at an optimal level.
  • Responsible for the activities of IT services, including the effective delivery of internet and phone networks, timely service support to KCAO employees and locations.
  • Identifies IT equipment and systems that will improve the agency productivity.
  • Participate in the ongoing strategic planning process as an integral member of the Senior Management Team.
  • Ensures IT work tickets are managed, responded to, and resolved in a timely manner.
  • Participates in planning physical facilities changes or facilities projects to minimize the impact on workflow of staff.
  • Consults and advises departments regarding the feasibility, priorities and cost effectiveness of IT-related functions.
  • Participates in staff meetings and attends other meetings and seminars as directed.
  • Performs other duties as assigned.

EXPERIENCE/EDUCATION REQUIREMENTS:

  • Bachelor's Degree in computer science, information systems or a closely related field of technical education, system analysis, system engineering, programming, database administration, operating systems, or network analysis; AND
  • Five years of work experience in information technology, in a management role, including firewalls, incident response, policy writing, and regulatory compliance.
  • Information Systems certifications preferred, such as CompTIA A+, CompTIA Security+, CompTIA Network+, GISF, CISSP, CISA, SSCP, CPP, CNSP.

OTHER REQUIREMENTS:

  • Travel and attend out of area meetings and conferences as required.
  • Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours.
  • Meet and maintain KCAO hiring requirements which include:
    • Criminal Record Clearance including California DOJ, FBI and Child Abuse Centralized Index (CACI).
    • Reliable, insured transportation and valid California Driver License.
    • Motor Vehicle Report (MVR) acceptable to KCAO's vehicle insurer.
    • Health examination with tuberculin clearance.
  • Ability to be contacted outside of regularly scheduled work hours in case of emergency.
