The Position
The Position
Incumbent works under the direction of the Douglas County Clerk/Comptroller or designee, performing a variety of accounting, auditing, analysis projects, and compiling comprehensive reports and studies regarding the efficiency and effectiveness of County resources and assets.
Essential Functions- Manage daily financial transactions in the County's financial system, conduct application integration tasks, and reconcile sub-ledgers to the general ledger (GL).
- Review and post entries to the GL including monitoring, reviewing and posting journal entries from County departments ensuring accuracy.
- Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
- Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, departmental policies and laws to create a cooperative, safe, respectful and quality work environment.
- Contribute to year-end accounting functions including preparing entries, schedules and work papers for the annual audit.
- Open and close the monthly accounting periods in a timely manner.
- Maintain budget, accounting, and financial control records uploading the annual budget documents, various budget amendments, and monitoring them for compliance.
- Reconcile and post the bi-weekly payroll expenditures to the GL.
- Prepare the annual financial statements by maintaining and reconciling all accounting records on capital assets.
- Assist with all records of federal and state grant revenue/expenditures complying with federal requirements of the Single Audit Act.
- Provide assistance in establishing grants and projects in the County's financial system, ensuring compliance with policies and Generally Accepted Accounting Principles (GAAP).
- Reconcile various bank accounts and process necessary corrections.
- Perform department audits of various records and internal control policies/procedures; prepare report findings and make recommendations to management.
- Audit monthly revenues from County offices; prepare report for submission to the Clerk/Comptroller and Board of Commissioners ensuring compliance with state statute.
- Compile and prepare various financial/statistical reports for management using various accounting tools (e.g. enterprise resource software, Microsoft Office applications).
- Serve as a subject matter expert promoting a standard of positive and professional governmental institutional image.
- Ensure confidentiality of information in accordance with applicable federal/state laws and department policies/procedures e.g. ADA, FMLA, HIPAA) and court orders.
- Follow developments, trends, and practices in accounting and financial principles Governmental Accounting Standards Board (GASB) and GAAP.
- Attend in-service training programs, workshops, and seminars.
- Assist with internal controls development using sound accounting principles and understanding of the County's accounting system.
- Safely operate a motor vehicle when required to travel on County business. Report to work with regular, consistent attendance.
- Perform other duties as assigned and directed.
- Bachelor's degree from an accredited university or college in Accounting Finance, Business Administration, or Public Administration required*
- Two (2) years of professional accounting experience required.
- Two (2) years of experience with MSOffice including advanced knowledge of Excel required.
- Experience with ERP (enterprise resource planning) financial software preferred.
- Must possess and maintain a valid driver's license and own mode of transportation at the time of hire and throughout employment.
- Completion of a pre-employment criminal records check and post-offer drug screen.

- Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include near vision, distance, color, and peripheral vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. An incumbent must also possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
