The Port of San Diego ("District") is currently accepting letters of interest and resumes for the Personnel Advisory Board Hearing Officer. This is an opportunity for those interested in public service to serve as an advisor to the Board of Port Commissioners on certain matters regarding personnel. Prior public service is not required.
The Personnel Advisory Board (PAB) is an administrative appeals body for personnel matters authorized by the San Diego Unified Port District Personnel Rules and Regulations (Rules). The PAB authority includes:
- Hearing appeals by employees in the classified service relative to any removal, demotion, reduction in pay, or alleged violations of the Rules where the right of appeal is provided for.
- Hearing other matters as provided for in the Rules.
- Conducting special meetings and investigations as directed by the Board of Port Commissioners or Executive Director.
- Conducting disciplinary hearings as provided for elsewhere in the Rules.
- Making any necessary findings and recommendations in conjunction with any investigation or hearing.
The findings and recommendations of the PAB may affirm, revoke, or modify any disciplinary order, including increasing or decreasing the discipline imposed, and may make any appropriate recommendations in connection with appeals under its jurisdiction, unless otherwise provided by law.
Applicants must have a minimum of seven (7) years of experience, in addition to related education and training, in personnel administration, human resource management, employment law, or have had senior management experience with authority over a personnel or human resources department. Applicants cannot hold any salaried public office or employment within the District's member cities including: the City of Chula Vista, City of Coronado, City of Imperial Beach, the City of National City, the City of San Diego, or the County of San Diego. PAB members are not eligible for appointment to any office of the District for one year after their term expires.
Compensation: Personnel Advisory Board (PAB) members are entitled to $250.00 per disciplinary hearing, regardless of the duration of the hearing. Special meetings of the PAB are compensated at $100.00 per meeting.
