As a Management Analyst with Rainbow Municipal Water District, you’ll play a pivotal role in shaping the future of our District, driving innovation, and improving processes that keep our District running smoothly. While you will report to the Chief Financial Officer (CFO), you will be a generalist supporting District-wide initiatives spanning policy, financial planning, budgeting, process improvements and software rollouts.

Rainbow Municipal Water District provides safe drinking water and wastewater services to agricultural, residential, and commercial customers in our 82-square-mile service area, including the unincorporated communities in Northern San Diego County.

  • Dive deep into data and research to uncover insights that help us stay ahead of industry trends and challenges.
  • Lead and support meaningful projects that span across policy, financial planning, budgeting, and operations.
  • Champion major initiatives like process improvements, contract management, grant administration, and software rollouts.
  • Collaborate with teams and work independently to prioritize projects, provide recommendations, and create specialized presentations and reports that influence decisions at the highest level.
  • Analyze financials and develop business cases to support budget decisions and optimize operational efficiency.
  • Oversee and reconcile departmental or District-wide budgets, preparing detailed financial calculations, invoices, and progress reports.
  • Draft and update District policies and procedures, keeping us aligned with best practices, legislative changes, and evolving industry standards.

What We’re Looking For:

We’re looking for someone who is both strategic and hands-on, ready to make an impact. To thrive in this role, you would likely need:

  • Educational Background : A Bachelor's degree in public administration, finance, data analysis, or a related field is required. A Master’s degree is preferred.
  • Experience : Hands-on experience performing similar analytical work, ideally for another water agency or a related public utility.

What You’ll Bring :

You are not just good with numbers, but passionate about using data and research to make a real difference. This role could be right for you if you:

  • Love research and diving deep into data and analysis to uncover insights that help us stay ahead of industry trends and navigate complex challenges.
  • Have experience quickly mastering complex software tools, including Enterprise Resource Planning (ERP) systems, GIS, asset management, financial reporting systems, SharePoint, and analysis tools such as Excel and PowerBI (SQL is a plus).
  • Are a proactive problem-solver who can lead and support high-impact projects across policy, financial planning, budgeting, and operations.
  • Are familiar with water distribution, wastewater collection systems, and water conservation practices.
  • Are comfortable working both independently and collaboratively, with the ability to juggle multiple priorities and drive projects to completion.
  • Have a knack for translating complex information into actionable recommendations, and creating reports and presentations that shape critical decisions.
  • Thrive on process improvement—designing solutions that optimize efficiency, transparency, and collaboration across teams.
  • Are an excellent communicator, capable of working closely with team members, external partners, and stakeholders to ensure alignment and success.
