POSITION SUMMARY

The Chief Nursing Officer serves as the administrative head of Nursing Services. Under the general supervision of the President & Chief Executive Officer, the Chief Nursing Officer is responsible for coordinating and supervising all nursing activities and is required to perform routine/standardized duties essential to the discharge of competent nursing staff management. The Chief Nursing Officer is also responsible for organizing and administering the department of nursing and clinical programs according to the philosophy, objectives and policies of LRMC. The Chief Nursing Officer is responsible for the supervision and management of several clinical related Programs: WIC, Chronic Care Management, Remote Patient Monitoring, Mobile Medical Team, Best Chance Network, Family Planning, School Base Telehealth Children program, VAFAC Vaccine Program, Parents As Teachers, Telehealth, Diabetic Education, and Radiology Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Establishes the nursing service organization plan that delineates the functional structure of the nursing department.
  • Ensure the LRMC nursing department is compliant with all SC Board of Nursing licensure and labor requirements.
  • Develops and implements policies and procedures for the nursing services department.
  • Coordinates program planning, policymaking and development of standards and nursing procedures with the input of the Chief Medical Officer, CEO, and Nursing Supervisors.
  • Participates in the formulation of agency goals, policies and procedures. Provides input in interpreting policies and procedures and participates in addressing quality assurance and risk management issues.
  • Participates in planning processes of other community agencies, professionals and staff to provide and coordinate joint health service.
  • Works continually to assure deliverance of quality nursing care in a safe, efficient, competent, and effective manner.
  • Creates and maintains a positive work environment for the benefit of patients and staff.
  • Maintain good public (working) relations throughout the community.
  • Continually works toward enhancing and improving the image of nursing and nursing personnel.
  • Oversees and evaluates all nursing sites, clinical programs such as WIC, Parents As Teachers, Chronic Care Management, Remote Patient Monitoring, Transition Care Management, Mobile Medical Team and Community Medical Programs, VAFAC Vaccine Programs, BCN, ChooseWell, School Base Nursing/telehealth, and Diabetic Education Programs.
  • Oversees and evaluates all Radiology Department staff and services: Bone Density, X-Ray, 3D Mammography to ensure meets all DHEC and Licensures requirements to include Quality Compliance and Equipment Maintenance.
  • Ensures all contracts with Radiologists and Certification and Credentialing and QC are meet for all Radiologists under contract.
  • Prepares and administers departmental and programmatic budget and grants for specific programs.
  • Acquires and allocates human and material resources for departmental operation.
  • Works with Nursing Site Supervisors to ensure preparation of Monthly Nursing and Program Work Schedules.
  • Performs Quarterly Nursing Incentive Plan Audits with Nursing Supervisors.
  • Final approval of all Nursing Leave time.
  • Completes and oversees timecards completion for nursing staff.
  • Assures completion of annual calibration of all medical and radiology equipment.
  • Assures completion of annual inventory of sample medications and medical supplies.
  • Coordinate “Mock Drills” with Chief Medical Officer.
  • Attends Management Staff monthly meetings.
  • Meets with the President & CEO, VP & COO, CMO as needed to discuss operations, trouble shoot, and problem solves and assures clinics are operating efficiently and effectively.

SUPERVISORY RESPONSIBILITIES:

  • Works continually to assure deliverance of quality nursing care, radiology services, and clinical programs in a safe, efficient, competent, and effective manner.
  • Provides direction to Nursing Supervisors to assure progressive development and productive performance.
  • In coordination with Nursing Supervisors, evaluates nursing department operation and goal attainment and provides for planned change to attain current/new goals.
  • Completes Nursing, Radiology, Program staff performance evaluations within 30 days of employee’s hire date with input from Nursing Supervisors on Nursing Staff.
  • Coordinates training for all new staff in nursing and programs supervised.
  • Coordinates, educates and updates nursing and program staff on policies, procedures, changes, and organizational plans.
  • Interviews and hires with assistance from HR and Site supervisors all Nursing Staff, Radiology technicians, and program staff in BCN, Choose Well, School Based nursing with tele-health, Diabetic Education Programs with CDEs with direct input from Providers, Nursing Supervisors, and President & CEO.
  • Meets on regular basis with Nursing Supervisors, Program, and Radiology staff and at least once monthly. Maintains minutes of all these meetings.
  • Managing supplies/ordering/approving/maintaining.
  • Assists in development of nursing EMR workflows/trainings/issues.
  • Assists in investigating patient incidents/concerns.
  • Lead/Prepare for monthly nurse meeting sessions.
  • Assists with employee health such as new hires and coordinates vaccine needs for staff annually and as needed.

QUALITY IMPROVEMENT:

  • Collects information and prepares/presents required reports.
  • Conducts regular Quality Assurance Audits and Case Reviews with the appropriate staff and maintains follow-up records.
  • Conducts monthly audits of all quality control checks, follow-up logs, and radiology monitors, and all other required monitoring to assure compliance.
  • Follows up on Patient Complaints with Nursing Supervisors and QA and Compliance Director regarding Nursing Issues.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  • Preferred Master’s in Nursing from accredited school of nursing with 2 yrs experience in leadership/ management position in nursing; or B.S. in Nursing from an accredited school of nursing with a minimum of 5 years of administrative/management/supervisory experience; or A.D. in Nursing from accredited school of nursing with 5 yrs experience in leadership/management and 2-5 years experience working in a community health center.
  • Training and experience to include the following:
    • Possession of current licensure by South Carolina State Board of Nursing.
    • Prefer 2 years of community nursing experience.
