Non-competitive: one year of permanent service as a Homeland Security Program
Analyst 1; OR bachelor's degree and three years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.
A master's degree may substitute for one year of the experience.
Duties Description The incumbent will report to the Training Unit within the Division of Homeland Security and Emergency Services (DHSES). Duties include but are not limited to:
• Update and maintain the agency's Unmanned Aircraft System (UAS) Concept of Operations (ConOps) and associated policies and procedures to include the agency's Certificate of Authorization (COA) from the Federal Aviation Administration (FAA).
• Work with DHSES Legal on maintaining the agency's Privacy Policy and ensuring all DHSES UAS pilots complete annual privacy policy training and to monitor and respond to any UAS related inquires or complaints.
• Collaborate with the various DHSES Offices using UAS to help ensure coordination and consistency related to UAS technologies and operations and assist with the coordination of UAS related operations if/when necessary.
• Ensure compliance with UAS related reporting, to include flight reporting by DHSES UAS pilots, monthly reporting to the FAA, and annual reporting on UAS operations for agency leadership. Also update and maintain the UAS portion of the DHSES website.
• Perform record keeping, including maintaining up to date information on DHSES UAS pilot credentials (i.e., 107 certifications) and DHSES UAS platform registrations.
• Help the DHSES Offices maintain the UAS fleet, to include identifying UAS technology needs, procure new UAS when necessary, and decommission UAS that are no longer viable.
• Oversee the UAS training program, including identifying training needs, scheduling UAS courses, and working to develop new courses when necessary. Track and maintain training-related information, including the number of courses delivered and students trained.
• Organize and support UAS related events, including the annual UAS Summit.
• Lead a State Agency UAS working group used to coordinate and share information/best practices related to UAS technology and operations.
• Develop and maintain relationships with key stakeholders, including federal, state, and local agencies, and other relevant non-government entities involved UAS (e.g., Northeast UAS Airspace Integration Research (NUAIR)).
• Conduct UAS related presentations, outreach, and education for key stakeholders.
• Maintain an awareness of UAS related laws, regulations, and policies and ensure DHSES complies with current and future requirements.
• Keep agency leadership updated on DHSES UAS operations and any relevant issues and challenges.
• Serve as the agency's primary point of contact on all UAS related issues.
• Perform other duties as assigned.
• Travel may be required.
• Possession and maintenance of a valid Driver's License issued by the New York State Department of Motor Vehicle is required.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
