The Director of STEP and Pathways to Opportunity Statewide supports the statewide leadership and implementation of key student success and economic mobility initiatives. The Director works in partnership with all 17 Oregon community colleges and public universities, as well as federal, state, and local entities. In addition to coalition building, the position is responsible for administering and managing multiple statewide consortia grants, which currently include:

  • STEP (SNAP Training and Employment Program)
  • Pathways to Opportunity
  • ICAP (Inclusive Career Advancement Program)
  • Benefits Navigators (Basic Needs Oregon)

The position supervises 4.0 FTE academic professionals who provide technical support and coordination across statewide consortia program areas. The position reports directly to the Pathways to Opportunity Program Dean and is organizationally positioned within Academic Affairs.

While the position supports statewide work, it will be primarily located at the Southeast Campus, with the possibility of a hybrid schedule.

Candidate Profile

These qualifications, skills and abilities are critical for success in this position. Throughout the screening process, you will be evaluated based on the demonstration of these qualifications.

  • Demonstrated ability to develop and establish relationships with cross-sector partners (public, non-profit, and education) to collaborate, innovate, and lead statewide coalition work.
  • Recognizes systemic inequities for historically disenfranchised students and the need to address processes, policies, and practices to close opportunity gaps.
  • Experience facilitating and/or participating in workgroups to address policy and practice implications and effectively present complex information to multiple audiences.
  • Experience managing multiple contracts and grants (federal, state, and private), including budget, achieving performance outcomes, reporting, and procurement responsibilities.
  • Experience leading and coaching a diverse (i.e. racial/ethnic, disability aware) team, such as statewide communities of practice and a team of direct reports.
  • Knowledge of workforce development programs and partnerships, with a focus on community college programs such as stackable credentials, Career Pathway Certificates, Integrated Education and Training, etc.
  • Demonstrates awareness of one’s own cultural background and how it influences perception, values, practices, and shapes their leadership.

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Master’s Degree in Administration, Education, Organizational Development, Social Science or related area. Five (5) years progressively responsible experience in workforce development or higher education implementing complex programs, projects, or grants involving multiple external partners. Two (2) years of supervisory experience.
  • OR Bachelor’s Degree in Administration, Education, Organizational Development, Social Science or related area AND seven (7) years progressively responsible experience related to the area of assignment including two (2) years of supervisory experience.
  • OR Bachelor’s Degree in any field AND nine (9) years progressively responsible experience related to the area of assignment including two (2) years of supervisory experience.
  • OR eleven (11) years progressively responsible experience related to the area of assignment including two (2) years of supervisory experience.

Position Grade : M

Starting Salary Expectations : Minimum $103,630.00 to range midpoint of $126,950.00 Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity.

Position Grade Salary Range : $103,630 to $150,264 Annual Salary

Paid Leave: (Pro-rated by FTE for Part-Time Employees) - Starts at 13.33 hours of vacation leave per month (additional vacation hours with years of services) - 1 day of sick leave per month - 12 holidays - 3 additional personal leave days per year

Working Conditions and Physical Requirements : Work environment includes frequent disruptions and changes in priorities. Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and some evening or weekend work is required. Frequent travel to other locations in and outside of the College district is required and possession of a current driver license.
