The Minnesota State Historic Preservation Office's (SHPO) mission is to encourage best preservation practices so that all people can share in the enduring environmental, social, and economic benefits of Minnesota's cultural heritage.

The team draws on cooperative approaches and expertise to help individuals and communities at all levels of planning, development, and government to achieve their historic preservation goals and responsibilities under law. We are seeking an Environmental Review Historian/Architectural Historian to provide expertise, direction, and coordination of project reviews within the Environmental Review Program (ERP) relating to the built environment (above-ground resources), including property identification and evaluation, determinations of eligibility for listing in the National Register of Historic Places, review of federal and other undertakings, agreements and covenants, and comprehensive planning.

This position will represent the opinions of the SHPO as it relates to identification and protection of historic resources that may be affected by public projects. Duties are part of the Federal historic preservation program as created by the National Historic Preservation Act of 1966, as amended. To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs.

With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. At a minimum, six (6) onsite days per month with one (1) or two (2) onsite days each week. Completion of a telework agreement will be required.

In addition, this position also requires a willingness to travel (up to 5%) to meet business and customer needs. The Department of Administration does not sponsor applicants for work visas. Applicants must be legally authorized to work in the United States at the start of employment.

Minimum Qualifications

State Program Administrator Principal
Applicants must meet the Secretary of the Interior's Professional Qualifications Standards in Architectural History and/or History as outlined below:

Architectural History: Bachelor's degree in architectural history, art history, historic preservation, or closely related field; or graduate degree in architectural history, art history, historic preservation, or closely related field with coursework in American architectural history PLUS one of the following: At least two (2) years of experience for graduate degree applicants or four (4) years of experience for Bachelor's degree applicants in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; OR Substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.

History: Bachelor's or graduate degree in history or closely related field PLUS one of the following: At least two (2) years of experience for graduate degree applicants or four (4) years of experience for Bachelor's degree applicants in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution; OR Substantial contribution through research and publication to the body of scholarly knowledge in the field of history.

Additionally, all applicants will be evaluated on the following criteria: Working knowledge and experience with the Federal Preservation program, such as the National Register of Historic Places, identification and evaluation of historic resources, Section 106, Certified Local Governments, and the Secretary of the Interior's Standards for Archaeology and Historic Preservation.

Strong interpersonal and human relations skills to consult, negotiate, mediate, and collaborate with a wide variety of partners and stakeholders with a diverse range of knowledge, skills, backgrounds, experience, and interests. Ability to work collaboratively and constructively in a fast-paced, high-volume work environment, at times problem-solving for complex situations. Ability to attend meetings, project sites, and participate in ongoing professional development opportunities.

State Program Administrator Coordinator

Applicants must exceed the Secretary of the Interior's Professional Qualifications Standards in Architectural History and/or History as outlined above under the Principal classification. Additionally, all applicants will be evaluated on the following criteria: Advanced knowledge and experience with the Federal Preservation program, such as the National Register of Historic Places, identification and evaluation of historic resources, Section 106, Certified Local Governments, and the Secretary of the Interior's Standards for Archaeology and Historic Preservation.

Strong interpersonal and human relations skills to consult, negotiate, mediate, and collaborate with a wide variety of partners and stakeholders with a diverse range of knowledge, skills, backgrounds, experience, and interests. Ability to work collaboratively and constructively in a fast-paced, high-volume work environment, at times problem-solving for complex situations. Ability to attend meetings, project sites, and participate in ongoing professional development opportunities.

Preferred Qualifications

Knowledge of the Minnesota Historic Sites Act and other Minnesota environmental laws and administrative rules associated with the preservation of historic properties. Familiarity with and understanding of Programmatic and Memorandum of Agreements, covenant, and easements. Ability to read and use maps and to understand architectural and engineering plans.

Physical Requirements

Applicants must be able to physically visit project and historic sites which may be active construction sites or have uneven surfaces and temporary stairs. This position may also entail sitting or standing for extended periods of time. Repetitive movements will be required to perform word and data processing for extended periods of time.

Working conditions in an office environment will primarily be under controlled temperatures. While outdoors, applicants may experience varying weather conditions and fluctuations in temperatures. While in transit, weather and road conditions may vary.

Additional Requirements
