Under the general direction of the Bureau of Cash Management Chief, a Financial Accountant IV, as a Section Manager, the Financial Accountant III provides direction to supervisory and professional level financial accounting staff performing critically sensitive and complex accounting activities and various cash management processes.
Duties and Responsibilities:

Lead, plan, organize, direct, coordinate, instruct, and review the work of supervisory and professional financial accounting staff responsible for complex financial accounting, forecasting, allocations, cash management, reporting, and reconciling of the statewide financial activities. Such activities pertain to the State Treasury, Pooled Money Investment Account (PMIA), Surplus Money Investment Fund (SMIF), Local Agency Investment Fund (LAIF), General Fund, Cash Accountability accounts, Special Funds, and Bond Funds. Such activities include:

  • Preparing various program financial accounting reports, statistical information, and financial data for use by Division management, the Executive Office, other state entities, or other interested parties.
  • Analyzing and processing financial accounting transactions including cash transfers, remittances, payments, loans and allocations.
  • Monitoring the daily accounting for the State's General Fund revenues, disbursements, and transfers. Direct the publication of the monthly General Fund Statement of Cash Receipts and Disbursement in accordance with Generally Accepted Accounting Principles (GAAP). Overseeing the development and performance of complex cash flow forecast models under various cash scenarios, analysis of financial trends, legislative changes, and economic conditions impacting the state's financial future.
  • Overseeing development and performance of complex forecasting of fund cash balances, revenues, and disbursements. Directing the development of the various reports submitted to the Pooled Money Investment Board and Governor for approval.
  • Evaluating, developing, and implementing cash management processes to determine the need for changes as required by changes to legislation, Constitution, federal directives, court decisions, or financial accounting system requirements.
  • Reconciling Fiscal System financial records to ensure accuracy of statewide financial records which result in financial statements and accurate reporting of the State's financial position. Resolving outstanding reconciling items. Responding to audit requests.
  • Overseeing the Discharge of Accountability program to approve State agency write off of uncollectible accounts receivables. Direct staff in the review of discharge requests to ensure collection efforts were exhausted.
Evaluate and/or assess staff performance and determine needed training. Identify problems to be resolved or goals to be accomplished. Identify and attempt to correct performance deficiencies in subordinate staff. Provide guidance and motivation to solve performance problems. As required, initiate disciplinary actions.
Meet with the Bureau Chief to assess workload issues for the purposes of creating performance measurements, annual work plans, and project management plans. Participate in the agency's development and implementation of a new financial accounting system (FI$Cal).
Ensure the Section adheres to the overall mission, vision, goals, and objectives of the Division, Bureau and Department. Provide direction and oversight regarding the understanding and implementation of legislation, policies, regulations, and procedures. Conduct ongoing risk assessments, monitor and verify adequacy of internal controls in compliance with the State Leadership Accountability Act.
