The Population Health Initiative has an outstanding opportunity for a Grants and Contracts Manager to join our team.
The Manager will lead administration of the initiative’s portfolio of grant programs and sponsored research to support current and future priority research areas for the Population Health Initiative and the UW. The Population Health Initiative engages and galvanizes stakeholders from across the UW, the region, and the globe toward achieving the vision of creating a world where all people can live healthier and more fulfilling lives. This position acts as a critical resource to translate that vision into reality.
The Grants and Contracts Manager will play a critical role in day-to-day operations of key programs and projects that advance the UW’s vision for improving population health. The Manager will lead pre- and post-award administration of all assigned grants, contracts, and other agreements, and will also lead financial management and reporting for a range of initiative budgets. Superb attention to detail and the ability to effectively interpret and apply appropriate administrative and financial compliance guidelines and practices will be absolutely critical to the success of this position.
The Population Health Initiative is a presidential priority that seeks to advance the health and well-being of people around the world by leveraging capabilities and opportunities at the UW and beyond. This position is integral to the initiative's ability to manage different funding streams to support both current population health research at the UW and to expand and build out new research programs.
DUTIES AND RESPONSIBILITIES
Post-Award Grant and Contract Administration (55%)
• Administratively manages all assigned grants, contracts, and service agreements, which will span the initiative’s internal UW grant programs as well as those of federal, state, foundation, and industry funders.
• Interprets and implements policies and procedures required to assure compliance with university policy, any applicable federal regulations, and sponsor requirements.
• Tracks, monitors, and follows up with all awardees of internal initiative funding regarding required reporting timelines.
• Serves as a resource and technical consultant for community-based partners who are sub-awardees.
• Monitors and completes pre-review of Effort Statements and Project Statements to ensure readiness for principal investigator’s certification.
• Monitors, processes, and reports cost-sharing commitments for grant budgets.
• Works with Grant & Contract Accounting on invoicing and billing issues.
• Ensures proper management of all sponsored research in accordance with University policy, including formal closeout procedures.
Pre-Award Grant and Contract Administration (20%)
• Supports planning, coordination, and execution of each cycle of the initiative’s internal funding calls.
• Offers technical and strategic advice to applicants of the initiative’s internal granting program.
• Works with initiative’s proposal development team to support external proposal preparation and submission, including development of project budgets and other sponsor-required data.
• Reviews initiative-submitted or initiative-supported external applications to ensure compliance with applicable policies and guidelines.
• Acts as a liaison for the initiative with applicable university and funder offices and personnel.
• As applicable, obtains, reviews, and maintains documentation related to cost share support.
Financial Management and Reporting (20%)
• Prepares regular financial reporting for initiative’s various budgets. This includes using appropriate UW systems to create reports and projections.
• Meets with initiative leadership on a regular basis to present and report on the financial status for key projects and programs; presents and discusses potential problem areas.
• Establishes and maintains account management procedures, including reviewing regular budget
• reports and ensuring accurate reconciliation with UW accounting reports and relevant grant award requirements.
• Analyzes and develops cost saving strategies, offering recommendations as needed.
Miscellaneous (5%)
• Recommends process improvements that streamline workflows.
• Cross-trains initiative staff and others to build bandwidth for grants and contracts management.
• Performs additional duties as assigned that fall within the reasonable scope of this position.
MINIMUM REQUIREMENTS
• Bachelor's degree in business, finance, accounting, research administration, or related academic discipline.
• Three years’ experience with research administration and/or complex budget management in higher education, research settings, or public/private organizations.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
ADDITIONAL REQUIREMENTS
• Demonstrated ability to interpret and apply administrative and financial compliance guidelines and practices.
• Strong organizational, fiscal, project management, and problem-solving abilities.
• Knowledge/experience with federal policies and platforms for grant submission and reporting.
• Excellent interpersonal skills and the ability to develop positive relationships with colleagues across the university.
• Ability to work in a fast-paced and collaborative environment, managing multiple priorities while coordinating the resources needed to meet deadlines.
WORKING CONDITIONS
Weekend or evening hours may occasionally be required in order to meet deadlines.
