OurSenior FMS Program Analystprovides program and admiinstrative support to develop, manage, and close FMS cases to support for the modernization, repair, and sustainment of former USN, USCG, and foreign naval vessels.This position is contingent upon your ability to maintain/transfer your Secret clearance. This position is contingent upon contract funding and customer approval.In this role, you will:Conduct research and analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOA)Prepare documentation for implementation, execution, reconciliation, and closure of FMS casesPrepare briefs and reports including case, RSN, PDLI summaries, Program Management Review (PMR) documentation and presentation materials/briefs, and country correspondenceLead the drafting and development of letters, memoranda, program briefings, and point papersTranscribe and summarize meeting minutes and notes and prepare action items. Track action item status and completion prior to follow-on meetingsDevelop and maintain key Navy documents, descriptive summaries, master plans, and plans of actions and milestones (POAM)Schedule appointments in support of Government customer, coordinate arrangements for meetings and conferences, and arrange travel reservations and accommodationsOrganize hard copy and/or electronic files, correspondence, records and reportsLead the tracking of acquisition, financial, technical and/or contracting itemsRoute or answer routine correspondenceInteract frequently with Navy and civilian personnelPerform additional duties and responsibilities as assignedQualificationsTo be successful in the role, you will have:A bachelor's degree is required with 10 years of relevant work experience in FMS program support.Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.A U.S. Government ACTIVE SECRET clearance is required and is a condition for continued employmentForeign Military Sales (FMS) experience is requiredKnowledge of shipbuilding (acquisition, design, production, test and trials)An understanding of NAVSEA, other U.S. Navy organizations, and supporting organizational processes, roles, and responsibilitiesProficiency in a variety of the field’s concepts, practices, and proceduresSkills and abilities to collect information, data, and technical specificationsRelies on experience and judgment to plan and accomplish goalsPerform a variety of complicated tasksExcellent communication, presentation, and interpersonal skillsAbility to manage, track, and prioritize many diverse and changing requirements and tasksAbility to interact with customers and provide input to project managers on programmatic and technical deliverablesSkills and capabilities to produce and deliver comprehensive reporting to external and internal stakeholders, including government, executive, and foreign personnelKnowledge and understanding of work project(s) and functionsSkilled with Microsoft Office (Word, Excel, and PowerPoint)Travel 10% is requiredAdditional desired/preffered experience and skills:Experience working directly with foreign military and foreign government personnel is preferredExperience with the various ex-USN/USCG ship classes and their associated systems currently in service in foreign navies is preferredExperience supporting NAVSEA IWS 4, IWS 11, PMS 325, PMS 326, or PMS 333/SEA 21I is preferredFamiliarity and experience with ITAR, FCPA, and other regulations, laws, and additional requirements associated with international work is preferredExperience with DSAMS, CEPT, SCIP, DART and other FMS Case Management systems is preferredIf you are interested in supporting and working with our passionate Serco team - then submit your application now for immediate consideration.
